Deploy The Fisheries Development Strategy's Implementation Plan to 2030, With A Vision to 2045 (22-11-2021)

Mr. Phung Duc Tien, Deputy Minister of Agriculture and Rural Development, had a meeting with the Directorate of Fisheries on March 15, 2021 in Hanoi to discuss the implementation schedule for the Vietnam Fisheries Development Strategy to 2030, with a vision to 2045.

Attending the meeting were representatives of leaders of the Ministry of Agriculture and Rural Development, units under the General Department of Fisheries, Institute of Fisheries Economy and Planning and reporters.

Mr. Phung Duc Tien, Deputy Minister, claimed at the meeting that the process of formation and development of the fisheries sector has achieved certain outcomes, resulting in the fisheries sector being the mainstay contributing to the agriculture sector's export value. With new advanced technologies, the fisheries industry has increasingly integrated into the international economy, creating a team of international-class seafood manufacturing companies and producing an increasing number of exportable goods with high added value, meeting the requirements of export markets. However, as the world's trend has changed, the fisheries industry has revealed numerous difficulties and challenges that require new strategic directions for the next stage of growthAccording to the Deputy Minister, the fisheries sector has synchronously developed from orientation and growth plans for the years 2021-2025, as well as the Vietnam Fisheries Development Strategy for 2030, with a vision to 2045. The Fisheries sector is currently developing a strategy to successfully execute the established targets in order to realize the targeted goals and strategies.

Mr. Tran Dinh Luan, General Director of the Directorate of Fisheries, said at the meeting that in the coming years, it would be important to concentrate on a range of core solutions in order to fully achieve the priorities of the Fisheries Development Strategy to 2030, with a vision to 2045, such as: Developing synchronous fisheries infrastructure; Development and application of science and technology; Human resource training and development; Mechanisms and policies; Market, international integration; Capacity building for seafood processing; Capacity building for disease prevention and fighting and environmental protection; Organization of production; Strengthen state management. The Ministry of Agriculture and Rural Development and the Directorate of Fisheries must collaborate closely with other ministries, branches, and localities to effectively implement the strategy's goals, as well as develop priority strategies, programs, schemes, and projects.

Mr. Pham Quang Toan, Director of the Department of Planning and Finance, reported at the meeting that the strategy proposed 11 priority programs and projects for the period 2021-2030, covering all sectors of the Fisheries industry, such as: (1) Fishery infrastructure investment and upgrading scheme; (2) National program for the protection and development of aquatic resources; (3) National program for efficient and sustainable fishing development; (4) National program for aquaculture development; (6) Marine aquaculture development project; (6) Fisheries processing and trade development scheme; (7) Science, technology and digital transformation project in the fisheries sector; (8) Fishery human resource training and development scheme; (9) Project on enhancing state management capacity on fisheries; (10) Development of co-management in fisheries resources protection; (11) Environmental conservation program for fishing operations.

Capital sources for the implementation of the above programs and projects are mobilized from sources such as: The annual state budget (development construction expenses, recurrent expenditures) according to current state budget decentralization; prioritize infrastructure development, science and technology, boost sector management capability, and train human resources. Capital sources are integrated in national target programs, other programs, plans and projects; Concessional loans, ODA capital; Encourage domestic and international organizations and individuals to invest in infrastructure; activities of research, application, production, and industry in the fishery sector, the market for aquatic product consumption, and other areas in accordance with the provisions of law.

As a result, in order to successfully execute the above programs and projects, an implementation organization plan must be established, as well as coordination with ministries, branches, and localities.
