According to the plan, Vietnam's agriculture, forestry, and fishery export value will be about 50-51 billion USD by 2025; around 20% of Vietnam's agricultural, forestry, and fishery exports are labelled with the national brand, and 50% are traceable. Around 50% of the export value of agricultural, forestry and aquatic products is through processing and deep processing.
By 2030, the amount of Vietnam's farming, forestry, and fishery exports will be about 60-62 billion dollars. Exports of agriculture, forestry, and fisheries products would rise at a rate of about 6% to 8% per year. Around 40% of agriculture, forestry, and fishery products exported from Vietnam are labelled with the national brand, and 70% of the products can be traced. Around 60% of the export value of agricultural, forestry and aquatic products is through processing and deep processing.
The project is being established in the context of Vietnam's increasing involvement in international economic integration in order to proactively take advantage of opportunities, optimize advantages, and continue to foster strengths and potentials in order to expand the agricultural, forestry, and aquatic products export market (AFF). In addition, Vietnam is adopting international commitments in the agriculture sector in a timely manner, with a focusing on resolving technical obstacles and ensuring the harmonization of technical barriers (standards, legislation, traceability, plant and animal quarantine, food protection, etc.) of Vietnam with international regulations and import markets. On the other hand, currently the agricultural sector focuses on developing the production and processing of key and competitive AFF products to improve quality, ensure food safety, and create added value for products. AFF exports and meets increasingly stringent international market standards. Ensure that the AFF export growth target is linked to sustainable agricultural development; improve the productivity of AFF goods by integrating research, technology, and digitization into production and processing.
The program proposes solutions to review and develop institutions and policies for agriculture, forestry, and fishery product export in order to achieve the above goals. Reviewing, supplementing, and completing regulations and laws to promote and simplify processes relating to agricultural, forestry, and fishery export, proposing the consolidation and creation of a variety of product sector associations, and improving the operational capacity and productivity of the Association of Agriculture, Forestry, and Fisheries.
At the same time, continue to implement, review, and suggest to the government that successful policies be updated, supplemented, and completed, with an emphasis on supporting the development of supply chains for agricultural, forestry, and aquatic goods for exporting policies to promote investment in the production and storage of agricultural, forestry, and aquatic resources that are consumed.
Another proposed solution is to continue implementing and completing policies to promote export of agricultural, forestry and fishery products. As a result, reviewing, amending, and supplementing preferential laws, encouraging agricultural, forestry, and aquatic product exports to increase the quality and value of agricultural, forestry, and aquatic goods, ensuring food protection and public development for industry support, and processing agricultural, forestry, and aquatic products to ensure compliance with consumer demand are all priorities.
The policies are completed to support enterprises exporting agricultural, forestry and aquatic products in the establishment and protection of intellectual property rights of enterprises in export markets; Supporting policies for agricultural, forestry and fishery export businesses in the establishment and protection of intellectual property rights of enterprises in export markets; Supporting enterprises to build and implement activities for developing product brands; as well as supporting product representation and brand in domestic and foreign media.
The Prime Minister has clearly assigned the responsibilities of the ministries and branches in organizing the implementation of the project. In particular, the Ministry of Agriculture and Rural Development is responsible for reorganizing agricultural production towards sustainable development based on potentials and comparative advantages, applying high technology, focusing on developing quality product and develop enterprises in the agricultural sector, overcome the situation of small and fragmented production; strengthening linkages of 6 subjects: farmers - state - entrepreneurs - banks - scientists - distributors with the core of linking between farmers and entrepreneurs. MARD continues to build link chains in the production, preservation, processing and distribution of agricultural products, effectively participate in the global agricultural production network and value chain.
To improve quality control and protection for all AFF goods shipped from farming to harvesting, transporting, processing, and exporting, companies should be directed and encouraged to use sound industrial practices (GAP), traceability in farming, and integrated quality management systems in processing.
Review rules, policies, and regulations in FTAs under its management to make preparations for amendments and supplements in compliance with signed commitments; develop action plans, improve capabilities to provide adequate capability, and undertake practices to fulfill the application of technical initiatives under FTAs. In the field of specialized management of the ministry, review relevant state management systems to eliminate procedures, make knowledge transparent, and administrative procedures.
Strengthening policy research, evaluating the effect of FTAs on each commodity sector controlled by the ministry in order to identify advantages and set business goals, and orienting the commodity sector to each FTA. Negotiate techniques and open the market for AFF products, thus encouraging foreign exports.
Ensure food protection for animal and plant-based products by directing and organizing the production and implementation of requirements and technological legislation from raw materials to output product quality. minimizing the threats of food protection and epidemics, protecting domestic productivity, and assisting in the preservation and development of export markets for AFF products.
When the import market issues an alert, coordinate the delivery and distribution of information as well as corrective action.
Through the National Brand Program, collaborate with the Ministry of Industry and Trade to help companies develop labels for AFF goods for export.
Encourage and support the development of linkages between industry associations and businesses with major international trade groups on AFF.
Continue to collaborate with related ministries and departments, send a proposal to the government for approval, and staff additional agricultural counselors at Vietnamese diplomatic missions in major AFF export markets such as China, ASEAN, Japan, Korea, India, Russia, and others.
The Ministry of Industry and Trade coordinates with the Ministry of Agriculture and Rural Development to develop policies for negotiating free markets, removing trade restrictions, and resolving foreign disputes. Provide global business knowledge in order to guide AFF commodity development in the United States in accordance with international laws and requirements.
Leading and coordinating with relevant agencies, units and enterprises to conduct market research, forecast, and assess the competitiveness of Vietnam's key AFF products in the global market.
Developing policies to support product introduction, market expansion, and trade promotion for AFF products.
The Ministry of Science and Technology
In collaboration with the Ministry of Agriculture and Rural Development, the Ministry of Science and Technology develops technology support policies on preservation, deep manufacturing, and packaging for AFF manufacturing and trading enterprises, as well as specifications and quality standards for AFF goods. Establish a system of national standards that are consistent with domestic, regional, and global standards that are applicable to AFF export goods. Take the lead in developing trademark registration options for Vietnam's main AFF brands. Investigate technology-based solutions for tracing the origins of intellectual-property-protected goods. Support businesses to register for trademark protection in the country and in international markets.
The Ministry of Foreign Affairs is responsible for coordinating with the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade in mobilizing and negotiating with other countries on market opening, settlement of trade disputes, and solving barriers to AFF trade in the international market. High priority is given to promoting Vietnamese agricultural products as one of economic diplomacy in foreign political events.
The Ministry of Finance (MOF) is responsible for coordinating with the Ministry of Industry and Trade and relevant ministries and agencies to review and supplement policies to encourage and support enterprises to export Vietnamese branded AFF products. MOF coordinates with the Ministry of Transport to research and supplement preferential policies for the transport of AFF in the country and for export, especially the mechanism to support the transport charges of AFF for participation in fairs and exhibitions for promotion.
MOF allocates funds for the project's activities to be done on schedule, in compliance with the State Budget Legislation and other related regulations.
The Ministry of Planning and Investment will be in charge of balancing and allocating funds for the execution of programs and initiatives in compliance with the law on public investment, as well as guiding the convergence of capital sources to ensure investment effectiveness, and will cooperate with concerned ministries and branches.
Industry and business associations, coordinating with agencies, functional units and enterprises to organize the implementation of the Scheme. Agro-forestry and aquatic product processing enterprises promote joint ventures and links to enhance their competitiveness when participating in the global value chain; easily resolve the situation of limited production and fragmentation and lack of linkage between agents; applying quality standards, promoting branding activities for AFF products.
The provinces and cities' People's Committees are in charge of concretizing the Project's contents in view of existing local requirements, recommending concrete projects to execute the proposal in the region, and sending it to responsible authorities for approval. The People’s Commitees investigate and establish a roadmap for the area's agricultural, forestry, and aquatic product processing sectors associated with concentrated raw material areas, in line with the general development orientation of the country.
