Accordingly, the task of preparing a master plan on the protection and exploitation of aquatic resources is approved with the scope of the inland water bodies, the sea and islands in the Vietnamese territory. In which, the objects of the master plan are identified which include marine conservation area, aquatic resource protection area, area where exploitation is prohibited for a definite period, area of artificial habitat for aquatic species; Fishing output, fishing vessel structure, exploitation objects o, labor, infrastructure for fishing.
The main objectives are to (1) ensure the efficiency of exploitation associating with the protection, conservation, restoration and development of aquatic resources, develop sustainable and responsible fisheries; (2) Protect environment, adapt with climate change, and meet international integration requirements; (3) Protect national defense and security in the waters and islands under Vietnam's sovereignty, sovereignty right and jurisdiction.
Regarding specific objectives, a set of specific targets and indicators on the protection and exploitation of aquatic resources for each period in the planning period (the period of 2021 - 2030 and 2031 - 2050) are built; A plan to organize fishing space suitable for each sea area are formulate in association with the number of fishing vessels operating according to the profession, length and fishing object for each period (period 2021 - 2030 and 2031 - 2050).
In addition, the task of preparing a master plan for the protection and exploitation of aquatic resources sets the goal of building a plan for the protection, conservation and development of aquatic resources in each ecological region and sea area for each period periods of 2021 - 2030 and 2031 - 2050. A system of logistics service establishments in service of exploitation and protection of resources nationwide is planned for each period. This is one of the urgent goals in the coming time to develop a sustainable and effective exploitation field.

Planning for the protection and exploitation of aquatic resources must satisfy basic contents. In which, there are additional investigations, surveys to supplement in-depth data for planning. Specifically, the contents of surveys on socio-economic fisheries; determination of geographical positions, boundaries, areas, maps and conservation objects in areas with potential for establishment of marine conservation zones; determination of geographical locations, boundaries, areas, maps of artificial habitats for endangered, precious and rare aquatic species, aquatic species of economic and scientific value, native aquatic species, endemic aquatic species in marine waters; determination of geographical positions, boundaries, acreage, and maps of aquatic resource protection zones, and areas where fishing is prohibited for a definite period in inland areas.
Regarding the scope of additional survey in 11 potential areas to establish marine protected areas include Long Chau Islands (Hai Phong), Hon Ngu - Dao Mat (Nghe An); Hon La - Dao Yen (Quang Binh); Son Tra peninsula (Da Nang); Tam Hai island commune (Quang Nam); Vung Ro (Phu Yen); Cu Lao Xanh (Binh Dinh); Hon Khoai archipelago (Ca Mau); Hon Son island, Lai Son commune (Kien Giang); Hon Me (Thanh Hoa); Phu Quy (Binh Thuan).
Additional survey in 35 coastal areas are place of young aquatic species with economic and scientific value, native aquatic species, endemic aquatic species, aquatic species. endangered, precious and rare.
For inland areas, additional survey in areas with concentrated aquatic spawning, young fisheries concentrated in water bodies, including Da river, Gam river, Lo river, Thai Binh river, Rang river, Van Uc river, Ma river, Krong Ana river, Yaly lake; analysis, assessment of natural conditions, results of investigation and assessment of aquatic resources; current conditions of management, exploitation and protection of aquatic resources.
