In late March and early April 1959, President Ho Chi Minh visited fishing villages and fishermen in Tuan Chau and Cat Ba islands. Here, Uncle Ho warned "Our silver sea is owned by our people". Uncle Ho's teaching expressed great thought about the development potential of the marine economy and aroused the sense of protecting the country's sovereignty over sea and sacred islands. According to the aspirations of the Fisheries sector and the majority of fishermen, the Prime Minister decided to make April 1 every year officially the Traditional Day of Vietnam's Fisheries Sector in Decision No. 173-TTg dated 18 March 1995.
On this occasion, Director General Tran Dinh Luan summarized the development process of the Fisheries Sector and the aspirations to rise up, affirming the position of the Fisheries sector in socio-economic development in general and the positioning of the agricultural industry in particular: “With a long tradition and with perseverance and constant striving, all officers, fishermen and workers in the fisheries industry have gradually overcome difficulties and challenges, developed developing the fisheries sector from a small production field, rising to become an important spearhead economic sector in the national economy, achieving the highest growth rate in the agriculture, forestry and fishery sector and providing a significant source of natural resources, which will be brought a large foreign currency revenue for the country; markedly improve the economic, cultural and social life of fishermen, making an important contribution to maintaining security and defending the sovereignty of the sea and islands of the Fatherland.
Through this, Mr. Tran Dinh Luan once again affirmed that to have the position of a spearhead economic sector, as important as it is today, is a persistent effort of generations of officials, employees, fishermen, workers and businesses in the fisheries sector have gradually overcome difficulties and challenges to achieve the achievements today. In addition to socio-economic contributions, the fisheries sector also plays a very meaningful and important role in protecting the sovereignty, integrity and sacred territory of the Fatherland.
With the traditions and results achieved, in order to continue and promote the achieved results, more than ever, officials, civil servants, public employees, fishermen, workers and businesses in the fisheries industry need to showing the spirit of solidarity, attachment, rising up to turn challenges into opportunities to bring the fisheries industry to a sustainable and modern development commensurate with the inherent potentials and advantages of the industry. The Fisheries sector is affirming increasingly firmly the position of a spearhead economic sector of the country. In particular, in the new development period, there are many changes, difficulties and challenges that need efforts to overcome.
At the ceremony, Deputy Director General, Mrs. Nguyen Thi Thu Nguyet proudly reviewed the development stages of the Industry in the past. Affirming that the Communist Party and Government of previous leaders have always paid special attention to the fisheries sector. The word "people's fisheries” was assigned to the industry by Uncle Ho, showing the closeness, responsibility and sacredness that is hard to find in any other industry. Over the years, the fisheries sector has always demonstrated its position and role and made a very meaningful contribution to socio-economic development in general and especially, an important contribution to maintaining the sacred sovereignty of Vietnam. Through this, she reminded staff in the fisheries sector to always try to be close to the people, to unite to develop the fisheries industry to be worthy of the role and the position.
In the common pride of the Fisheries sector, at the ceremony, Mr. Nhu Van Can, Director of the Department of Aquaculture, said that the Fisheries industry always shows the spirit of aspiration to rise up in all circumstances. From a small and fragmented industry, up to now, a team of leading international enterprises has formed with increasingly modern processing technology with concentrated material areas. As one of the industries that is assessed to have the earliest and most extensive international economic integration today, it is increasingly asserting its great position on the world's seafood export map. In which, typically the export of pangasius, shrimp, etc. is always at the top of the world. This confirms the correct orientations of the Communist Party, Government, ministries, branches and localities in the strategy to promote the development of the fisheries sector over the past 6 decades.
On the occasion of the 63rd anniversary of the Traditional Day of Vietnam's Fisheries sector (April 1, 1959 - April 1, 2022), the Directorate of Fisheries launched a movement to organize commemorative activities such as: widely about the purpose and meaning of Viet Nam’s Fisheries Sector Tradition Day through the media such as electronic newspapers, radio and television in order to arouse the industry's tradition and encourage the emulation spirit of production workers, fishermen, farmers and civil servants and officials in the whole fisheries sector.
Launching a movement for the entire population to participate in the protection, restoration and regeneration of aquatic resources; raising awareness and sense of responsibility of organizations and individuals in the protection, regeneration and development of aquatic resources; organize the stocking activities to regenerate aquatic resources into natural waters in an efficient, practical and economical manner, suitable to the actual conditions of each locality and ensure the prevention and control according to the law of the Covid-19 pandemic; Prioritize the release of resources of endangered, precious and rare aquatic species, aquatic species of economic and scientific value, and native and endemic aquatic species.
At the same time, strengthen the propaganda and dissemination of legal knowledge on exploitation, protection and development of aquatic resources to all classes of people; mobilize people to exploit aquatic products responsibly, in accordance with regulations and not to exploit and catch aquatic species right after the time of stocking to regenerate aquatic resources; strengthen the inspection and examination and promptly handle violations of the law on fisheries, especially fishing by professions and fishing gear banned from using, exploiting, transporting and trading. illegally endangered, precious and rare aquatic species.
Formulating a plan and organize the effective implementation of the Memorandum of Understanding on cooperation in the field of regenerative release and protection of aquatic resources with the Vietnam Buddhist Sangha at the provincial level in the 2021-2025 period; mobilize resources from agencies, organizations, associations, fisheries industry associations, businesses, residential communities, monks and nuns, Buddhists to participate in stocking activities to regenerate aquatic resources, step by step to the socialization.
In addition, organizing the implementation and completion of the contents and objectives of the development and growth of the fisheries sector in 2022. For 28 coastal provinces and cities, continue to focus resources on implementing urgent solution to overcome the "Yellow Card" warning of the European Commission on illegal, unreported and unregulated fishing.
On this occasion, Director General Tran Dinh Luan, on behalf of the Directorate's leaders, sent greetings to the former leaders of the Ministry, former leaders of the General Department, former officers of the Fisheries sector, delegates and the entire public, officials, employees in the fisheries industry, all fishermen and seafood business community health, happiness and success.
