The Department of Fisheries continues to support aquaculture recovery after Typhoon No.3 (13-10-2024)

On October 12th, 2024, in Quang Ninh, Hai Phong, and Hai Duong provinces, the Department of Fisheries (Ministry of Agriculture and Rural Development) collaborated with various organizations and enterprises to implement support activities aimed at helping residents overcome the severe damage caused by Typhoon No. 3. These efforts have provided significant consolation to the affected households and played an important role in the reconstruction and recovery of aquaculture production.

The support activities were carried out promptly and systematically, including the provision of materials, financial assistance, and gift distribution to help residents quickly restart their aquaculture activities. These were not only material gifts but also a demonstration of deep care from state management agencies and the business community towards the affected residents.

Quang Ninh – Meaningful Gifts

On the morning of October 12th, the Director of the Department of Fisheries, along with representatives from businesses, personally visited Cai Rong Port, Quang Ninh, to present practical gifts to the fishermen. Specifically, Dang Phong Company and STP Group Joint Stock Company donated 900 life buoys and 15 "Happiness boats” to the fishermen. Additionally, Grobest Group donated six gift packages with a total value of VND 120 million to fishermen in Tien Yen district and Cam Pha city, with each package worth VND 20 million. These timely gifts have been highly appreciated for providing motivation and support to the affected residents in overcoming the aftermath of the typhoon.

Mr. Tran Dinh Luan, Director of the Department of Fisheries, stated that the Directorate has gathered information on the needs of the affected localities, especially those impacted by natural disasters. Many areas have the ability to self-balance and ensure the necessary supply of seeds. At the same time, the Directorate has compiled a list of oyster seed suppliers in provinces like Ninh Binh, Nam Dinh, and Thai Binh, as well as various fish, shrimp, and seaweed species, to help localities connect with residents.

In addition, the Department of Fisheries has been working with seed suppliers, particularly shrimp seed companies, to accelerate the recovery process in the short term. From now until the Lunar New Year, residents will soon receive the first batches of shrimp seeds to reinvest and expand production.

Mr. Tran Dinh Luan affirmed, "I believe that with the efforts of specialized agencies, enterprises, and the determination of the coastal farming community, aquaculture production will be restored soon."

Furthermore, the Vietnam Fisheries Society and the Vietnam Association of Seafood Exporters and Producers presented 30 gift packages to affected households in Van Don district and Ha Long city. Special packages for families who lost members due to the typhoon had a value of up to VND 20 million. Mr. Do Dinh Minh, Head of the Quang Ninh Sub-Department of Fisheries, emphasized, "This is just one of many activities aimed at supporting the people and helping the largest aquaculture region of Quang Ninh to recover quickly."

“To support the recovery of production after Typhoon No. 3, the People's Committee of Quang Ninh province has just issued Document No. 2929/UBND-NLN1 on October 11th, 2024, proposing several solutions to continue addressing difficulties in the mollusk farming sector. Notably, the acceleration of projects for exploiting, collecting, and transporting foam sand (shells of mollusks) as raw materials for aquaculture has facilitated sustainable production recovery for the farmers,” Mr. Minh added.

Previously, on September 27th, the Ministry of Agriculture and Rural Development, in cooperation with STP Group, donated 1,000 HDPE buoys, 1 million seaweed seedlings, and 30 HDPE boats named "Happiness" to support residents in restoring aquaculture production. Although these gifts are only a small contribution toward compensating for the losses, they have provided great hope and motivation for fishermen in the process of rebuilding and recovery.

Hai Phong – Standing with Residents in Overcoming Hardships

On the same day, October 12th, the Department of Fisheries coordinated with organizations and businesses to provide support to 30 aquaculture households in Hai Phong severely impacted by Typhoon No. 3, with a total value of VND 350 million. The Department of Fisheries representative, Mr. Tran Cong Khoi - Head of the Seed and Aquatic Feed Department, along with partners, participated in this support event. Specifically, Grobest Vietnam Co., Ltd. contributed VND 200 million, HAID Hai Duong Co., Ltd. supported VND 50 million, the Vietnam Fisheries Society provided VND 30 million, and An Phu BIO Plastic Joint Stock Company contributed VND 20 million.

In this support round, 15 households received direct assistance from businesses. Grobest Vietnam Co., Ltd. provided VND 20 million to each of 10 households, while HAID Hai Duong Co., Ltd. supported VND 10 million for five households. For the remaining 15 households, businesses, through the Vietnam Fisheries Society and Hai Phong Fisheries Association, offered VND 5 million for each freshwater aquaculture household, VND 8 million for each brackish aquaculture household, and VND 10 million for each cage farming household.

According to Mr. Do Duc Thinh, Head of the Hai Phong Sub-Department of Fisheries, Typhoon No. 3 severely damaged 6,390 hectares of aquaculture area in the locality, including over 3,900 hectares of fish farming, 2,000 hectares of shrimp farming, and 321 hectares of other aquaculture species. The estimated total loss of aquaculture production is approximately 26,000 tons.

This is the second time the Department of Fisheries has supported the residents of Hai Phong in the aquaculture sector after Typhoon No. 3. Although the value of support is not substantial, it has timely shared and encouraged the residents to overcome the difficult period, providing them with the motivation to recover from the damage and stabilize production and life.

Hai Duong – Supporting Production Recovery

In Hai Duong, the Department of Fisheries and businesses provided 10 tons of aquaculture feed to 20 farming households in Nam Sach district and offered financial support to 30 households in Tu Ky, Thanh Ha, Nam Sach, Chi Linh, and Gia Loc districts, with each household receiving VND 5 million. Cargill Vietnam and HAID Hai Duong Co., Ltd. made significant contributions, with total cash donations reaching VND 150 million and aquaculture feed support.

Many of the supported households reported severe damage, with losses of assets and production output. However, with timely support from agencies and businesses, they have gained the motivation to restore production. Mr. Tran Dinh Luan, Director of the Department of Fisheries, personally inspected the production situation of residents in Chi Linh town and affirmed, "We will continue to accompany the people, connecting with businesses to help them recover production effectively and sustainably."

Following Typhoon No. 3, within just 20 days, the Department of Fisheries rapidly connected with businesses and organizations to produce cage materials, seeds, feed, environmental treatment products, and other materials and equipment for aquaculture to supply or support recovery in the affected areas. The total amount of cash, materials, and feed donated by benefactors, businesses, and companies to residents in Quang Ninh, Hai Phong, and Hai Duong amounts to over VND 90 billion, significantly contributing to the aquaculture recovery process in these affected localities. The number of businesses participating in support activities through the Department of Fisheries continues to increase, creating favorable conditions for overcoming the aftermath and restoring production after natural disasters.

The cooperation between the Department of Fisheries, businesses, and the community has not only brought economic value but also helped residents overcome difficulties, laying a solid foundation for the sustainable development of the aquaculture sector after natural disasters.
