The Department of Fisheries conducted an inspection trip on disaster prevention efforts in the aquaculture sector (01-08-2024)

In response to the complex and unpredictable developments of the 2024 storm season and the ongoing recovery efforts from Typhoon No. 2, the Department of Fisheries (DOF) organized an inspection team to assess disaster prevention measures in the aquaculture sector in the provinces of Thanh Hoa and Ha Tinh.

The inspection, which took place from July 23th - 27 th, was led by Mr. Nhu Van Can, Head of the Disaster prevention steering Committee for the aquaculture sector and Deputy Director of the DoF. The primary objective was to evaluate the preparations, responses, and recovery efforts concerning Typhoon No. 2 specifically in the field of fisheries. This involved a comprehensive assessment of the implementation of disaster prevention regulations and their effectiveness in both fishing and aquaculture activities.

The team identified existing shortcomings and limitations in the local implementation of disaster prevention measures. This included providing guidance and direction within their authority and proposing solutions to higher authorities to improve the effectiveness of these measures. Local authorities were required to report on their implementation of legal regulations and directives related to disaster prevention, response, and recovery efforts for the year 2024, with a specific focus on Typhoon No. 2. This included reporting on the implementation of various regulations and directives such as Decision No. 1090/QD-TTg (September 19, 2022), which approved the National Program for Efficient and Sustainable Fisheries Development for 2022-2025, with orientation to 2030; Directive No. 49/CT-BNN-TCTS (January 6, 2021), which strengthened the management of fishing vessels and ensured the safety of fishermen and vessels in aquaculture operations; Official Letter No. 3475/BNN-TS, which enhanced disaster prevention efforts in the fisheries sector for 2024; and Official Letter No. 768/TS-NTTS (May 4, 2024), which strengthened aquaculture management under extreme weather conditions such as heatwaves, storms, and saltwater intrusion.

The team reviewed the development and implementation of disaster response plans tailored to various levels of natural disasters in the local areas. This included notifying relevant organizations and individuals about the locations of safe harbor zones for fishing vessels and ensuring these zones met national standards as outlined in Article 3, Clause 1 of Decision 888/QD-BNN-TCTS (March 29, 2024). The inspection also focused on the creation and implementation of safe harbor plans for fishing vessels, as per Decision No. 982/QD-TCTS-KTTS (October 28, 2016). This decision provided guidance on safe harboring practices and protective measures for aquaculture ponds, cages, and rafts during storms and tropical depressions.

Additionally, the team checked the installation of monitoring devices, vessel registration, and crew compliance according to current regulations. They conducted field inspections at safe harbor zones for fishing vessels and at aquaculture sites to ensure compliance and effectiveness. The broader context of disaster prevention in the fisheries sector presented numerous challenges. The aquaculture sector was highly vulnerable to natural disasters such as typhoons, floods, and heatwaves, which could cause significant economic losses and pose safety risks to fishermen and aquaculture operations. Effective disaster prevention and response strategies were crucial to mitigating these risks and ensuring the sustainability of the sector.

The Vietnamese government, through the DoF and other relevant agencies, had been proactive in enhancing disaster preparedness and response measures. This included the implementation of modern technologies for weather forecasting and early warning systems, training programs for local authorities and fishermen, and the development of infrastructure to protect against natural disasters. Vietnam also collaborated with international organizations and neighboring countries to improve disaster response capabilities. This cooperation included sharing best practices, joint training exercises, and accessing international funding and technical assistance for disaster risk reduction projects.

Moving forward, the DoF aimed to further strengthen the resilience of the aquaculture sector through continued investment in infrastructure, technology, and capacity-building programs. Emphasis was also placed on integrating disaster risk reduction into the overall planning and development strategies for the fisheries sector. The inspection tour by the DoF in Thanh Hoa and Ha Tinh was a critical step in ensuring the readiness and resilience of the aquaculture sector against natural disasters. By evaluating current practices, identifying areas for improvement, and providing targeted guidance, the Directorate aimed to enhance the effectiveness of disaster prevention and response measures. These investments were essential in ensuring that the aquaculture sector could withstand the impacts of natural disasters and continue to thrive.

Community engagement and raising awareness about disaster preparedness were also key components of the DoF efforts. By involving local communities in disaster planning and response activities, the Directorate aimed to build a culture of resilience and preparedness. This included organizing community drills, disseminating information on disaster risks and safety measures, and encouraging community participation in disaster management activities.

Future directions and strategic goals

Looking ahead, the DoF outlined several strategic goals to further enhance disaster preparedness and response in the aquaculture sector. These goals included strengthening policy frameworks, improving coordination among relevant agencies, increasing investment in research and development, and promoting international cooperation. By achieving these goals, the Directorate aimed to build a more resilient and sustainable aquaculture sector that could effectively respond to the challenges posed by natural disasters.
