Under the direction of Deputy Prime Minister Le Van Thanh at the meeting of the National Steering Committee on combating IUU fishing on September 20, 2022; and the document of the Ministry of Agriculture and Rural Development on the implementation of key measures against IUU fishing in preparation for welcoming the EC's Inspection Delegation; Chairman of Thua Thien Hue Provincial People's Committee requested relevant units and localities to focus on implementing the following contents:
Department of Agriculture and Rural Development: Research and implement the contents of the above document in accordance with regulations, in which focus on strictly and effectively implementing the tasks on the implementation of measures to combat IUU fishing, overcoming the "yellow card" warning of the EC; focusing on implementing the Fisheries Law 2017 and guiding documents to implement the Law.
Develop detailed plans and scenarios to welcome and work with the EC's Inspection Delegation with the implementation roadmap; having plan to ensure absolute security and safety for the EC Delegation during its working time in the locality (if any); advise the Chairman of the Provincial People's Committee to set up an inspection team to examine and overcome existing problems, promptly detect and strictly handle violations of regulations on combating IUU fishing.
At the same time, assume the prime responsibility for, and coordinate with relevant units in effectively implementing regulations related to monitoring, control and supervision of fishing vessels, including: (1) regulations on registration and licensing of fishing vessels, fishing permits; (2) installation of cruise monitoring equipment (VMS); operating and managing VMS equipment; (3) stipulates the responsibility of the master of vessel operating at high seas to land at designated port; (4) regulating on making a list of fishing vessels for IUU fishing, a list of fishing vessels at high risk of violating IUU fishing; (5) regulating on inspection of fishing vessels and monitoring of fishery output at fishing ports, control of IUU fishing activities at fishing ports; (6) control catch logs and regulations related to the responsibilities of the parties in fisheries management; (7) regulate on certification of raw materials, certification of origin of caught fishery products; (8) perform well the control of catches in the province; (9) summarizing the sanctioning dossiers for the implementation of Decree No. 42/2019/ND-CP, especially strictly implementing the regulations on sanctions for fishing vessels violating foreign waters on the list of IUU fishing vessels. The sanctioning records and data must ensure that the history of violations and recidivism can be tracked for each act, the specific form of handling for each violation, and the handling results.
Provincial Border Guard Command: Take charge and cooperate with relevant units in reviewing and inspecting, ensuring that 100% of fishing vessels with a length of 15m or more when leaving the port must have VMS equipment operating normally.
Provincial Fishing Port Management Board: Ensure environmental sanitation, food safety and hygiene at the fishing port; The exploited products on the wharf and the goods gathered on the ship must be neatly, orderly and cleanly arranged.
Department of Information and Communications, Department of Agriculture and Rural Development, People's Committees of districts of Phong Dien, Quang Dien, Phu Vang, Phu Loc, Hue city: Strengthening information, communication, training and dissemination of regulations on IUU fishing at fishing ports and key fisheries areas; ensure to provide sufficient information on combating IUU fishing to the fishing community, fishery establishments and business and relevant local organizations, agencies and units.
The relevant units have synchronously and drastically implemented solutions to prevent and handle timely all cases of fishing vessels violate or show signs of violations of illegal fishing in foreign waters, especially pay attention to organizing patrol, inspection and control at sea and inspection at ports to improve law enforcement activities, ensure effective local fisheries management capacity to prevent and combat IUU fishing. At the same time, strengthening the work of grasping the practical situation, promptly detecting and resolutely handling strictly to deter fishing vessels from illegally fishing in foreign waters, to prevent violations; strictly handle the responsibilities of heads of authorities at all levels, departments, boards, branches and relevant functional forces when fishing vessels and fishermen violate illegal fishing in foreign waters happen.
