Phu Yen province: Reinforce withdraw and transfer vessel monitoring devices (20-12-2018)
The People's Committee of Phu Yen Province has instructed the provincial Department of Agriculture and Rural Development to lead and cooperate with Border Guards Command of the Province, the People's Committees of costal districts, towns and cities in Phu Yen Province, and Phu Yen coastal information station to continue implementing the order to withdraw and transfer of vessel monitoring devices on fishing vessels.
At the same time, The People's Committee request all fishermen to turn on fishing vessel monitoring equipment 24/7 for government to monitor their activities on the ocean from departure to arrival to ports. Authorities use providing inspection information of fishing vessels by the Movimar system to monitor, audit, and inspect fishing vessels which have signs of violation. Then, authorities will strictly penalize the ship owner, captain intentionally violated.
At this time, the Ministry of Agriculture and Rural Development is advising and submitting to the Government for promulgation a Decree guiding the implementation of the Fisheries Law 2017 which contains detailed regulations on equipment for monitoring fishing vessels. The Decree is expected officially to take effect on 01 January 2019. Therefore, while waiting for the issuance of the Decree, the provincial People's Committee assigned the Department of Agriculture and Rural Development to assume the prime responsibility and coordinate with the provincial Border Guard Command, the coastal areas to strictly manage the procurement, sale, supply, installation, testing of fishermen’s cruise control devices on fishing vessels.
Previously, in the Official Letter No. 4568 / UBND-KT dated 14 August 2018, the People's Committee of Phu Yen Province assigned the Department of Agriculture and Rural Development to take prime responsibility and coordinate with the Phu Yen Coastal Information Station to accomplish withdrawal of terminal equipment of the Movimar project. Those terminal equipment had been installed on fishing vessels which have maximum length less than 24 meters. After that, withdrew terminal equipment is equipped for fishing vessels with a maximum length of 24 meters or more. The remaining terminal equipment need to be handover to the General Department of Fisheries in accordance with the Decision No. 4371 / QD-BNN-TCTS dated October 14, 2014 of the Ministry of Agriculture and Rural Development.
Furthermore, Department of Agriculture and Rural Development is in charge of coordinating with Executive Board of the provincial Border Guards, authorities of coastal provinces and related organizations to propagate, encourage ship owners of all fishing vessels with the maximum length less than 24 meters to return equipped Movimar device.
