Criminal prosecution of typical cases of IUU fishing (17-07-2019)
In order to remove the shortcomings and meet all the recommendations of the European Commission (EC) in order to soon remove the “yellow card” for export seafood to the EU market, Deputy Prime Minister Trinh Dinh Dung has just require Ministry of Agriculture and Rural Development, relevant ministries, departments and agencies and especially People's Committees of coastal provinces and cities to determine that the task of combating illegal, unreported and unregulated fishing (IUU ) is an important, top mission.
Regarding the control of fishing vessels that illegally violated foreign waters, the Deputy Prime Minister assigned the Ministry of Agriculture and Rural Development to advise and organize a working session between the National Steering Committee on IUU and the Ministry of Defense to unify solutions to prevent and terminate the situation of Vietnamese fishing vessels violating IUU fishing in foreign waters.
The Ministry of Defense shall assume the prime responsibility and coordinate with the coastal People's Committees of 28 provinces and cities in preventing and terminating cases of Vietnamese fishing vessels violating foreign waters; Directing functional forces to strictly control fishing vessels when leaving or entering port; Strengthening patrol, inspection and control on the sea areas, strictly handle violations; Coordinating with related agencies and units to well perform tasks at the fishery inspection and control office at the fishing port. The Ministry of Public Security shall investigate and strictly handle organizations and individuals that involve in illegally exploiting sea products in foreign waters; criminal prosecution of some typical cases.
Regarding the implementation of the system of monitoring and controlling fishing vessels operating at sea, the Deputy Prime Minister assigned the Ministry of Finance to allocate funds to lease information infrastructure for fishing vessel cruise monitoring. Coastal People's Committees of 28 provinces and cities are required to strengthen the direction and organize the installation of cruise monitoring equipment for fishing vessels according to regulations.
