In Hoai Nhon district, there are 2,445 fishing vessels with a total capacity of 1,154 million CV, of which, there are 2,140 offshore fishing vessels with a capacity of 90 CV or more, accounting for 87.5% of the total number of fishing vessels in the district. The district has implemented a number of urgent solutions to address the European Commission's warns on illegal, unreported and unregulated fishing (IUU). In particular, the district focuses on supervising fishing activities through the Movimar satellite navigation monitoring system and the long-range HF VX-1700 communication system on fishing vessels. To date, 380 offshore vessels have been installed the Movimar satellite positioning machine, which accounts for 17.4% of all offshore fishing vessels; More than 2,000 fishing vessels are equipped with the long-range HF VX-1700 to send messages to the shore stations.

Fisherman Ly Van Vang, in Hoai Huong commune, owner of vessel 96768 TS, with capacity of 705 CV, said: “In addition to the state supported vessels with Movimar system, all the other vessel owners purchase and install ICOM long-distance radio transmitters to regularly communicate and update information with inland and for sea communications. Thanks to the communication and fishing equipment, fishermen are helped to support each other in the event of an accident or risks at sea”.

Mr. Nguyen Chi Cong, Vice Chairman of Hoai Nhon District People's Committee, said: “In addition to supporting the installation of Movimar machines for that the management agency can actively inspect, monitor and update the exploitation log of the fishing vessels operating on the sea, the district has directed the coastal communes to disseminate information to fishermen not violate the territorial waters of other countries. At the same time, the district has strengthened the traceability, certification of fishery origin, management of fishing vessels through the activities of the fishery inspection and control group at Tam Quan fishing port.

The Tam Quan fishing port management committee also actively coordinates with the fishery inspection and control group to inspect 100% of fishing vessels when leaving the port; To inspect at least 20% of the loading fisheries for ocean tuna products, and 5% of the loading fisheries for other products when the fishing vessels land at the port according to regulations.

Mr. Nguyen Minh Khai, Director of Tam Quan Fishing Port Management Board, said: “Fishermen and enterprises have seriously deployed measures to strengthen management of fisheries activities at the fishing port. Up to now, Tam Quan fishing port has inspected and monitored over 1,000 times of fishing vessels departure or landing; confirmed nearly 30 sets of dossiers of traceability, certification of seafood origin, with a total output of about 1,000 tons for units, enterprises purchasing and processing seafood for export.

Actively deploy multiple solutions

Over the past time, the Hoai Nhon district has made efforts to implement the provincial People's Committee's guidelines on the handling of fishing vessels and fishermen who have been detained by foreign countries with various measures such as removing from the list of support under Decision 48/2010/QD-TTG by the Prime Minister; no fishing license for them; no license for building new fishing vessels; not to issue a certificate of legal fishing; forcing the vessel owner to pay for the return of fishermen.

Mr. Nguyen Chi Cong affirmed: “The district Party Committee, the District People's Committee continues to direct the coastal localities to strengthen the propaganda for fishermen to prevent illegal fishing vessels from infringing sea waters of other countries. If any local fishermen violate the territorial sea, the commune party will not be classified as “clean and strong”, and any fishermen violated will be removed from the list of beneficiaries of state support policies”.

In the coming time, the district will promote the propaganda of the Fisheries Law 2017, the IUU regulation for fishermen and businesses in the area. The district is to strengthen patrols, control and dealing with violations of fisheries activities; To certificate and certify the origin of exploited aquatic resources; to check the conditions and issue certificates of food safety for fishing vessels, to make great efforts to overcome the “yellow card” for seafood of the EU; to continue instructing the Commune People's Committees to guide the implementation of Decree No.17/CP in support of upgrading and building of offshore fishing vessels; to strengthen the unity teams on the sea to help fishermen fishing with high efficiency, contributing to protect the sovereignty of the national sea and islands.
