The Prime Minister approved the "Strategy for the Growth of Vietnam's Fisheries to 2030, with a Vision to 2045" in Decision No. 339/QD-TTg dated March 11, 2021, with three points of view: (1) Developing seafood into a large-scale and high-value-proportioned economic industry with a reputable brand, a global supply chain, and high productivity and sustainability. Increasing growth, quality, added value, and efficiency through extensive international integration and responsible development in the direction of a circular economy; (2) To step up the industrialization and modernization of the fishery in a market-driven, environmentally sustainable manner, in order to protect, restore, and improve marine resources while also conserving biodiversity; to respond to climate change; and to ensure disease control, ecological safety, and social security. To develop fisheries in association with improving people's material and spiritual life, as well as creating new rural areas; to combine economic growth with the establishment of a strong maritime protection and security posture, thereby contributing to the firm defense of national sovereignty over the country's seas and islands; (3) Using the business force as the heart, attracting capital and economic sectors to invest in aquaculture production. Investing in synchronous technological and infrastructure facilities; educating, nurturing, improving, and efficiently using human resources; Strengthening research, technology transfer and application, give priority to high technology application and digital transformation; Reforming institutions and improving state management capacity, and reorganizing production.
Concretize Key Tasks in The Strategy
In order to concretize key tasks for the Fisheries Development Strategy's goals and tasks, in compliance with the Fisheries Law 2017 and relevant legal documents. At the same time, the Ministry of Agriculture and Rural Development has stated that the industry's activities should be managed comprehensively and synchronously according to the linkage chain (from production to processing and product consumption markets) in order to establish conditions for Vietnam's seafood to grow and integrate into the world. The Ministry of Agriculture and Rural Development has released a “Action Plan to Implement Prime Minister's Decision No. 339/QD-TTg dated 11/3/2021 approving the Strategy for Development of Vietnam Fisheries to 2030, Vision to 2045” with three key objectives: Firstly, implement seriously and with quality in order to improve the management, administration and effective implementation of the viewpoints, goals, orientations and solutions for proposed strategy. Second, clearly identify the key and urgent tasks that need to be prioritized for each field in the fisheries sector by 2025, the master plan to 2030, with a vision to 2045. From there, develop work contents, deadlines, completion schedule and responsibilities of relevant agencies and organizations in the Strategy's implementation. Third, organize the implementation of the Strategy in a synchronous, timely and consistent manner among the Ministry of Agriculture and Rural Development's divisions, as well as other central ministries and branches across the country. The Action Plan has clearly outlined four key tacks for implementing the Fisheries Development Strategy as follows:
(1) Completing the organizational framework and institutions: Finishing the organizational framework; Consolidating the organization of the state fisheries management system in the period 2021-2030, completing the system of organization of Fisheries Surveillance from the central to local levels. In addition, perfecting the institution includes reviewing and proposing amendments and supplements to a range of legal documents in the field of fisheries in compliance with the Law on Fisheries (Decree on a number of policies in the fisheries sector); reviewing, proposing amendments and supplements to policies on land, land with water surface, marine areas, economy, credit, and trade. Printing and sending legal documents in the fisheries sector; organizing conferences and training courses for related subjects in provinces and centrally-run cities across the country.
(2) Prioritizing national programs and projects for the Strategy's implementation: Organize the formulation and submission of national programs and projects for the growth of the fisheries sector to the Prime Minister for approval, including 03 national programs and 08 fisheries sector development projects as follows: National program to protect and develop aquatic resources; National program to develop effective and sustainable fishing; National Program on Aquaculture Development; Project on investment and upgrading of fishery infrastructure; Project on development of marine aquaculture; Project on development of seafood processing and trade; Project on development of science, technology and digital transformation in the fisheries sector; Project on training and developing human resources for fisheries; Project on capacity building for state management of fisheries; Project on co-management development in aquatic resource protection; Project on environmental protection in fisheries activities.
(3) Science and technology development and application: Coordinate the implementation of scientific and technological tasks to support the development of fisheries; Develop and complete a set of standards, legislation, economic and technical norms for specialized aquatic goods and materials investment, manufacturing, processing, use, and quality control.
(4) Organization of fishery production: In the field of aquatic resource conservation and development: For the conservation, restoration, and sustainable exploitation of aquatic resources, coordinate the investigation and evaluation of aquatic resources and ecosystems of aquatic organisms, as well as deep-sea marine resources; Completing an aquatic resource database system in the direction of digital transformation, which will serve as a foundation for forecasting fishing grounds and resources; At the same time, maintain original varieties and genetic resources, as well as complement and regenerate aquatic resources. Co-managing the conservation of marine resources and establishing a Fund for the Protection and Development of Fisheries Resources.
In the field of aquaculture: Develop a framework for producing high-quality aquaculture seeds that are linked to economically valuable farming objects; Make the advancement of marine aquaculture a priority; Developing forms of aquatic product chain linkage from seed/feed production, aquaculture, processing, and trade (ensure environmental friendliness, adapt to climate change). In addition, aquaculture models are being developed to ensure food safety and good aquaculture practice (GAP). Develop and execute plans for environmental monitoring, alert, and monitoring (soil, water, sediment, and wastewater quality) in aquaculture. To coordinate an investigation and evaluation of environmental quality in aquaculture practices, including contamination sources and aquaculture waste.
In the field of fishing: Organize fishing according to the model of groups, teams, and cooperatives; organize production according to the value chain; organize fishing activities in the context of co-management in conjunction with the conservation and creation of aquatic resources; Manage fisheries in a more modern manner.
In the field of processing and consuming aquatic products: Technology development, new product development, and high-value-added goods derived from seafood raw materials and by-products for the food and beverage industries. non-edible; Examine the effects of previous policies aimed at promoting the growth of the seafood processing and preservation industry; investigating and evaluating the current situation and proposing solutions to facilitate the production and consumption of domestic aquatic products for the period 2021-2030; proposing to create, amend, and supplement for the period 2021-2030.
Decision 1960/QD-BNN-TCTS takes effect from May 6, 2021.
