Decision on Prime Aquaculture Commodities (22-12-2018)

In order to implement the Fisheries Law in 2017, on December 13th in 2018, the Prime Minister issued Decision No. 50/2018/QD-TTg regulating prime aquaculture commodities.

The decision has clearly stated that becoming mainly aquaculture commodity must meet the following four criteria: Being on the list of aquatic species permitted to trade in Vietnam; Create more jobs and higher income for employees; to promote the natural resources and natural conditions of the country and be adaptable to climate change; High productivity and production; To be able to attract investment to create large-scale concentrated production zones, apply high technologies; Creating high added value products; It can compete with other countries' aquaculture commodity on the domestic market and export, with a minimum export value of US $100 million per year. Accordingly, there are 3 target groups to be included in the list of prime aquaculture commodities, which are black tiger shrimp (Penaeus monodon Fabricus, 1798); white leg shrimp (Litopenaeus vannamei Boone, 1931); and Tra fish (Pangasianodon hypophthalmus Sauvage, 1878).

At the same time, the Prime Minister has stipulated the responsibilities and abilities of the Ministry of Agriculture and Rural Development, Provincial People's Committees as well as organizations and individuals involving in those prime aquaculture commodities.

The Decision is effective from 30th January 2019; apart from enjoying the policies prescribed by the current law, organizations and individuals engaged in white leg shrimp farming, black tiger shrimp and tra fish must register for aquaculture according to current regulations. In fact, the registration has been conducted by local tra fish farms since 2014 after the Government issued Decree No. 36/2014 /ND-CP on management of raising, processing and exporting tra fish products.

According to the Ministry of Agriculture and Rural Development, the regulation of prime aquaculture commodity will be the basis for establishing management measures to meet traceability requirements, adopt key policies and suitable mechanisms and policies to encourage the development in the context of international economic integration and contributing to ensuring food safety and quality of Vietnam's aquatic products; contributing to market development, increasing export turnover.
