Monitoring Nghe An Fishing Vessels that Are in Danger of Engaging in Illegal, Unreported and Unregulated (IUU) Fishing (05-05-2021)
Combating illegal, unreported, and unregulated (IUU) fishing is a critical task not only for Nghe An province, but also for the entire country. A series of solutions developed by functional agencies at all levels, from the national to the local, must be implemented quickly and synchronously.
In recent years, the Nghe An province's Department of Agriculture and Rural Development has advised the provincial People's Council and the provincial People's Committee to promulgate support policies for fishermen, as well as several concrete proposals and action programs. In order to cooperate with relevant provincial units in order to implement the Fisheries Law and Directive 45/CT-TTg, organize propaganda, dissemination, guidance, inspection, and strict handling of IUU fishing violations.
The People's Council of Nghe An province issued Resolution No. 02/2020/NQ-HDND on July 22, 2020, establishing a policy of supporting funding for the purchasing, installation, and operation of cruise monitoring equipment, as well as subscriber charges services for cruise monitoring equipment installed on fishing vessels with a length of 15 meters or more in Nghe An province. However, some fishing vessels with a length of 15 meters or more have yet to implement the installation of cruise monitoring equipment (VMS) as needed, or have installed VMS equipment but not maintained the connection with the Directorate of Fisheries' fishing vessel monitoring system due to the failure to charge the subscription fee or the registration of continued use, the registration of a food-safety-compliant establishment, the expiration of an aquatic exploitation license while exploiting aquatic products, and entering and exiting creeks in other provinces. These are fishing vessels that are at a high risk of engaging in illegal, unreported, and unregulated (IUU) fishing.
In order to properly handle fishing vessels in compliance with Fisheries Law No. 18/2017/QH14, and to comply with the EC Commission against IUU fishing, Official Letter No. 764 / SNN-TS released by the Department of Agriculture and Rural Development Nghe An on March 15, 2021, requesting that the Department of Agriculture and Rural Development, Border Guard Command of coastal provinces and cities continue to organize and improve inspection, inspect, and monitor fishing vessels, resolutely not for fishing vessels of Nghe An province that are not eligible under the law, fishing vessels have not installed VMS equipment, have VMS equipment but not connected to the monitoring system to the fishing vessel of the Directorate of Fisheries due to the lack of subscription charge or no registration to continue using, docking, leaving ports, fishing activities in the area under its management; strictly handle cases that intentionally violate the provisions of the law.
At the same time, Nghe An provinces are supporting, propagating and notifying owners of Nghe An fishing vessels who are anchored and operating in their management areas on Resolution No. 02/2020/NQ-HDND dated July 22, 2020 of the People's Council of Nghe An people to enjoy the support policies according to Resolution No. 02/2020/NQ-HDND; regularly exchange information between provinces and cities on issues relating to Nghe An's Department of Agriculture and Rural Development in order to quickly organize and ensure that tasks and solutions to combat the IUU waterfall are synchronized, unified, and efficient.
In addition, there is a need for the assistance and self-compliance of fisheries enterprises and fishermen, and it is important to join hands and contribute to the implementation of all levels, branches, and citizens nationwide, in order to eliminate the "Yellow Card" for the Vietnamese fisheries sector as soon as possible. /.
