National Plan for Disease Surveillance on Shrimp and Tra fish for Export 2017 - 2020 (24-04-2017)

The National Plan of Disease Surveillance on Shrimp and Tra fish for Export in the period of 2017 - 2020 with a total budget of over VND106 billion has just been approved by the Ministry of Agriculture and Rural Development (MARD).

Its aims were to improve the quality of disease prevention and warning, contributing to the sustainable development of shrimp and tra pangasius farming and promoting export. All key shrimp producing provinces such as Khanh Hoa, Ninh Thuan, Binh Thuan and Bac Lieu had to actively implement the disease surveillance plan for shrimp seed producers in 2017 under the National Plan. From 2018 onwards, the number of establishments supervised will increase by at least 10% year-on-year. By 2020, about 5% of establishments participating in surveillance programs are recognized for disease-free status.

At commercial establishments in the form of intensive, semi-intensive farming for export, during this year, all key provinces will follow the National Plan in order to meet the requirement for export. From 2018 onwards, the number of establishments supervised will increase by at least 10% year-on-year.

For capacity building for monitoring, according to the National Plan, over 90% of central level staffs, over 70% of provincial and district levels staffs, and over 30% of commune level staffs who work in veterinary will attain seminars in aquatic disease surveillance in 2017. In the following years, trainings for staffs to meet production requirements will be conducted.

Testing laboratories for disease monitoring and surveillance will reach the standard ISO 17025 and apply the IOE’s procedures for disease testing.

The National Plan also showed that economic efficiency would help increase efficiency in shrimp and pangasius farming with higher productivity, fast-growing aquaculture products, safe and non-residues aquatic products, increase domestic consumption and reasonable price.

Volume export of Vietnamese shrimp and tra pangasius will be augmented thanks to adapt requirements of import countries. This contributes to affirm the quality of Vietnamese shrimp and tra pangasius products in the international market, build Vietnamese seafood trademark as well as enhance export value of seafood products of Viet Nam.

Besides, it will create stable income for farmers, ensure social and food security, poverty alleviation. It also helps reduce negative impacts on the environment, maintain the natural environment and develop the natural ecosystems to meet the requirements of importers. The National Plan is hoped to improve the capacity of staff from central to local level in aquatic disease prevention and control.
