Effective and sustainable goals
The National Program on Aquaculture Development for the period of 2021-2030 is aimed to develop effective and sustainable aquaculture, proactively adapting to climate change; improve productivity, quality, value and competitiveness of aquaculture products; and to meet the requirements of domestic and export markets. By 2030, aquaculture production will reach 7 million tons/year, contributing to job creation and income improvement for people.
For the specific objectives of the period of 2021 - 2025: By 2025, the total aquaculture production would reach 5.6 million tons/year, with 7.8 billion USD export turnover per year, the growth rate of aquaculture value would reach the average of 4%/year. It would actively produce and supply over 50% of the demand for broodstock black tiger shrimp and over 25% of the white leg shrimp, over 70% of the selected tra fish parent fish broodstock; Proactively produce and supply enough demand of breeds of aquatic species with high economic value and a large volume of commodity products. Essential infrastructure would be invested and upgraded to meet production requirements for more than 30 concentrated aquaculture areas and concentrated seed production areas. Building a chain of linkages in production, processing, consumption, to assure a stable output for over 30% of aquaculture product.
For the period 2026 - 2030: By 2030, the total aquaculture production would reach 7 million tons/year, the export turnover would be 12 billion USD/year, with the growth rate of aquaculture value of over 4.5%/year. Proactively producing and supplying over 60% of the demand for black tiger shrimp, whiteleg shrimp broodstock and 100% selected tra fish parent fish broodstock; Improve the seed’s quality of aquatic species with high economic value and large volume of commodity products. Invest in and upgrade key infrastructure to meet production requirements for more than 50 concentrated aquaculture areas and concentrated seed production areas. Building a chain of production, processing and consumption, ensuring stable output for over 50% of aquaculture product.
The program has 6 main contents including: Development of aquatic seed production; Development of aquaculture; Investing in upgrading aquaculture infrastructure; Developing production system, supplying materials and aquaculture supporting industry; Improving the quality of human resources and production; Research and application of technology in aquaculture.
Which solution to achieve high efficiency?
Speaking at the opening of the conference, Mr. Phung Duc Tien - Deputy Minister of Agriculture and Rural Development said that Vietnam has a large area of water surface of rivers, streams, tidal flats, lagoons, estuaries, etc. creating great potential for aquaculture development. Regarding aquaculture production, our country is constantly developing, holding an important position in the country's economic development. Aquaculture development ensures national food security, contributes to hunger eradication and poverty alleviation, stabilizing socio-economic development in many rural, mountainous and coastal areas. At this stage, there are still a lot of opportunities for them. We have to calculate solutions throughout the two periods 2021 - 2025 and 2026 - 2030. The problems in aquaculture today are infrastructure and environment; poor environment causes low farming efficiency and no competitiveness. This conference is to collect comments from delegates to complete the Action Plan, discuss solutions to effectively implement this Program.
At the conference, Mr. Cao Van Cuong, Director of Thanh Hoa Department of Agriculture and Rural Development said: To implement the National Program for Aquaculture Development in the period of 2021 - 2030, Thanh Hoa Department of Agriculture and Rural Development has advised the Thanh Hoa Provincial People's Committee to issue the Plan. No. 227/KH-UBND dated September 22, 2022 on the implementation of the National Program on Aquaculture Development in Thanh Hoa Province in the period of 2022 - 2030 with the following objectives:
By 2025: The aquaculture area would reach 19,300 ha; The volume of cages would be 215,000 m3; Output will reach 64,000 tons, of which the main products will be 12,000 tons of shrimp, 13,000 tons of clams, 3,000 tons of marine farming.
By 2030: Aquaculture area would be stable at 19,300 ha; The volume of cages will be 280,000 m3; Output would reach 70,000 tons, of which the main products are 16,000 tons of shrimp, 13,000 tons of clams, and 2,000 tons of marine farming.
According to Mr. Cuong, although in 2022, many fields face difficulties, including aquaculture due to the impact of high fuel and feed prices, but it still achieves and exceeds the plan. Specifically, the total area of aquaculture in the province reached 19,200 hectares, reaching 100% of the plan. Total output is estimated at 70,849 tons, equaling 107.7% over the same period and increasing 4.2% compared to the plan. Entering 2023, the province sets a target of 19,200ha of aquaculture area, the total output will reach 73,500 tons. However, currently the province's aquaculture industry still has some limitations, that are: Sources of black tiger shrimp and White leg shrimp seed are mainly from the central provinces, so the management faces many difficulties in checking the origin and quality of the seed. The market for consuming freshwater aquatic products still faces many challenges. The infrastructure of farming areas is still small and scattered, not yet forming a concentrated and large-scale production area. For production activities, small-scale aquaculture households account for the majority, while aquaculture enterprises and cooperatives are not many. There are few cooperatives and groups of aquaculture cooperatives that operate effectively. They are still facing difficulties from organization to operation.
At the Conference, representatives of the Department of Agriculture and Rural Development of some localities contributed ideas to the Draft Action Plan of the Ministry of Agriculture and Rural Development to implement the Program related to the development of seed production; Invest in upgrading infrastructure; Developing the system of production, supply of materials and supporting industries; Improving the quality of human resources and technology application in aquaculture.
Speaking at the conclusion of the Conference, Deputy Minister Phung Duc Tien asked the units under the Ministry and the provinces and cities, based on the actual conditions, the local implementation plan and the contents of this Program, to perform effectively the Program. At the same time, prioritizing allocating annual funds from the local budget, mobilizing other lawful capital sources to implement the Program's contents and implement investment projects on infrastructure construction of aquaculture areas.
The Ministry of Agriculture and Rural Development always accompanies with localities in the process of implementing central capital sources for investment in building aquaculture infrastructure, ensuring consistency and synchronization with the socio-economic development planning of the province. In the coming time, units under the Ministry and provinces and cities will seriously implement the Action Plan of the Ministry of Agriculture and Rural Development to implement the Program when it is issued, Deputy Minister Phung Duc Tien added.
