Kiên Giang invests 430 billion VND in storm shelter area on Nam Du island (08-07-2024)

On July 5th, the province of Kiên Giang announced a decision to invest 430 billion VND from the provincial budget to develop infrastructure for the fisheries sector, focusing on two key projects: the storm shelter area for fishing vessels on Nam Du island. This strategic move aims to protect and develop the province’s fisheries industry in the context of increasing climate change and extreme weather events.

According to Decision No. 1664/QĐ-TTg dated October 4, 2021, by the Prime Minister, Kiên Giang province has concentrated resources on two major projects: the anti erosion embankment combined with dredged spoil ground for the storm shelter area for fishing vessels and the storm shelter area for fishing vessels on Nam Du island. Both projects are implemented in Nam Du commune, Kiên Hải district, Kiên Giang province. These projects are significant in the province’s marine economic development strategy and play a crucial role in protecting the environment and the assets of the residents against natural disasters.

Anti erosion embankment and dredged spoil ground project

The anti erosion embankment combined with the dredged spoil ground for the storm shelter area for fishing vessels on Nam Du island is implemented to prevent erosion and protect the dredged spoil ground to build a fisheries logistics service and marine aquaculture area. The project's goal is to ensure the safety of marine economic activities while facilitating the development of aquaculture. Specifically, the project includes the construction of a 1,465 meter long anti erosion embankment, a 120 meter combined jetty, dredging the water area to a depth of -8.0 meters, and filling 22 hectares of land behind the embankment to construct infrastructure for fisheries logistics and marine aquaculture.

With a total investment of 430 billion VND from the provincial budget, the project is expected to be completed by 2026. This project is essential to enhancing the capacity to accommodate fishing vessels, passenger ships, and cargo ships with a tonnage of up to 2,000 DWT for storm sheltering, minimizing human and property losses for people and businesses operating in Kiên Giang waters and neighboring provinces in the Southwest fishing ground during the storm season.

Storm Shelter Area Project

The storm shelter area for fishing vessels on Nam Du island is built to serve fishing boats seeking shelter during storms, minimizing human and property losses for fishermen. This large scale project aims to protect residents and property from adverse weather impacts. The project has a capacity of 1,000 vessels up to 35 meters long (or 600 horsepower), a 71.6 hectare anchorage area, a 3 hectare dredged spoil ground with a fill height of +1.60 meters, and a 1,005 meter breakwater (including a 420 meter northeast breakwater and a 585 meter southwest breakwater).

This project has a total investment of 405 billion VND, with 400 billion VND from the central budget and 5 billion VND from the provincial budget. Construction commenced in mid December 2023 and is expected to be completed by 2025. Once completed, this storm shelter area will not only meet the storm sheltering needs of fishing vessels but also play an important role in protecting the marine environment and ensuring the safety of marine economic activities.

These two projects provide significant economic benefits and substantial social impacts. Firstly, investing in infrastructure for the fisheries sector will create numerous job opportunities for local residents and improve their quality of life. These projects will also help minimize damage from natural disasters, ensuring the safety of people and property while contributing to marine environmental protection.

Moreover, the construction of storm shelter areas will facilitate the development of industries related to fisheries, thereby promoting local economic growth. The new infrastructure will attract investors to the marine aquaculture industrial zones and coastal fisheries economic zones, driving the development of Kiên Giang’s marine economy.

Investing 430 billion VND in the two storm shelter areas on Nam Du island demonstrates Kiên Giang’s commitment to sustainable fisheries development. Upon completion, Kiên Giang province will gain an additional 18 hectares of reclaimed land with a fill height of +1.60 meters. This area will be used to invest in infrastructure such as roads, electricity, water, wastewater treatment, and workshops, serving the fisheries logistics service and marine aquaculture area on Nam Du island. This will attract investors to develop marine aquaculture industrial zones and coastal fisheries economic zones.

According to Mr. Lê Hữu Toàn, Director of the Department of Agriculture and Rural development of Kiên Giang province, the investment in the two projects, namely the anti erosion embankment combined with the dredged spoil ground and the storm shelter area for fishing vessels on Nam Du island, not only serves the fisheries exploitation and fishing sector but also provides essential infrastructure for concentrated marine aquaculture areas in the Southwest sea. He also stated that through attracting investment in marine aquaculture development from various economic sectors, Kiên Giang province will create momentum for the development of marine aquaculture industrial zones and coastal fisheries economic zones, contributing to the efficient exploitation of potential and advantages in sustainable marine economic development until 2030 with a vision to 2045.

These projects positively impact the environment and marine economic development. The construction of the anti erosion embankment and storm shelter area not only protects the coastline, prevents erosion, and land subsidence but also reduces marine environmental pollution, protects marine ecosystems, and ensures the sustainable development of the fisheries sector. Notably, the anti erosion embankment project combined with the dredged spoil ground for the storm shelter area for fishing vessels and the storm shelter area for fishing vessels on Nam Du island plays a significant role in protecting the environment and assets of residents in Nam Du commune, Kiên Hải district, Kiên Giang province. These projects not only protect people and property but also stimulate marine economic development, attract investment, and effectively exploit the potential of the Southwest Sea area.
