Signing ceremony of cooperation agreement between Directorate of Fisheries (D-Fish) and Vietnam Posts and Telecommunications (VNPT) Group (06-02-2018)

On the 05 February 2018 in Hanoi, the Directorate of Fisheries (Ministry of Agriculture and Rural Development) and Vietnam Posts and Telecommunications Group signed a cooperation agreement to deploy telecommunications applications, information technology and communication in supporting fisheries management for the period of 2018 and 2023.

Attending the signing ceremony, on behalf of MARD, there were Mr. Vu Van Tam - Deputy Minister of MARD, Mr. Nguyen Ngoc Oai – Acting Director General of D-Fish, Mr. Nguyen Quang Hung - Deputy General Director of D-Fish, Mr. Luu Van Huy - Director of Fisheries Resources Surveillance Department together with representatives from Departments under the D-Fish. On the side of the Ministry of Information and Communications and VNPT Group, there were Mr. Pham Hong Hai, Deputy Minister of Ministry of Information and Communications, Mr. Pham Duc Long - General Director of VNPT, Mr. Huynh Quang Liem - Deputy General Director of VNPT, Mr. Le Xuan Tien - General Director of VTC Joint Stock Company together with representatives of corporations and departments under VNPT.

Thanks to its experience and modern, synchronous system of infrastructure, VNPT is selected by MARD and D-Fish as the service provider for telecommunications, information technology and communication in fisheries management in general and fishing vessels monitoring, environmental monitoring and warning for aquaculture, management system at fishing ports and fish landing sites in particular. Besides, it was aimed at supporting for enforcement of the legal forces on the sea, ensuring safety for people and fishing vessels operating on the sea, combatting illegal, unreported and unregulated fishing (IUU fishing).

In 2017, despite many challenges and difficulties, national fishery sector gained great result.  However, on the 23rd October 2017, EC warned “yellow card” to Viet Nam as low capability of controlling and managing capture activities. Then, on 21st November 2017, Fishery Law 2017 was approved by National Assembly which was built in the direction toward a modern and responsible fishery as well as more adaptable to EC’s recommendations and international laws and regulations. In that context, Viet Nam must improve its management capacity with the support of information technology. Accordingly, the two sides agreed to support the construction of IT infrastructure, deployment of IT, telecommunication and remote sensing solutions in exploitation, management of aquaculture and combatting IUU fishing from the central to local levels, supporting for fishery resources surveillance force, border guards and naval forces.

Speaking at the ceremony, Mr. Vu Van Tam expressed his pleasure to witness the signing ceremony, confirming that this is an important step to open effective cooperation between the two agencies in particular and the two Ministries in general. He suggested that the VNPT Group support the D-Fish to apply IT, telecommunication and remote sensing solutions in fisheries management, especially in building fishery surveillance system on the sea (2nd phase) which can incorporate available applications and equipment being used in Vietnamese fishing vessels currently and being managed by Viet Nam. Moreover, it will support the surveillance force to inspect and supervise not only Vietnamese fishing vessels operating in the sea but also foreign fishing vessels exploiting illegally in the Vietnamese water. He also hoped to expand the cooperation of the two units and two ministries in the future.

Vice Minister Pham Hong Hai suggested that the two sides should soon cooperate and implement the provisions stipulated in the agreement and at the same time create the premise for the cooperation of the two ministries in the coming time. In agreement with the agreements signed, the Deputy Minister emphasized the cooperation aimed at strengthening the application of information technology in fisheries management, building and implementing e-government in fisheries management. For VNPT Group, it is necessary to find the characteristics of the fishery sector in order to create practical and highly applicable products, ensuring long-term cooperation between two units, particularly the communication system for fishermen.
