Binh Dinh: Improving The Effectiveness of the Fisheries Law Implementation by Empowering Community Organizations to Implement Co-Management in The Protection of Aquatic Resources (19-04-2021)
Recently, Quy Nhon City People's Committee issued Decision No. 8118/QĐ-UBND dated 12/11/2020 on recognizing and empowering community organizations to implement co-management in protecting aquatic resources in the area west of Hon Kho Nho with an area of 12,043 ha.
This is the second model of coastal fisheries co-management (BVNLTS) in the province established under the Fisheries Law 2017. The first model is an organization to jointly implement co-management in the Bai Dua region, Nhon Ly commune, Quy Nhon city with an area of 8 hectares which was recognized and delegated by the People's Committee of Quy Nhon city in February 2020.
Assigning the community to manage and protect aquatic resources has received the support of the people and local authorities. he Hon Kho Nho area in Nhon Hai commune, and the Bai Dua area in Nhon Ly commune, are both located in the waters of Quy Nhon bay and have a diverse ecosystem with many seagrasses, coral reefs, and aquatic species. The empowerment of communities to manage and protect aquatic resources in these marine areas is a significant step forward in promoting the community's involvement in the enforcement of our province's Fisheries Law.
Fisheries community groups established under the Fisheries Law 2017 have the authority to coordinate and administer aquaculture operations, protect and exploit aquatic resources, and entertain tourism related to aquatic activities in a region that has been granted management authority; Patrol and inspect aquaculture, exploitation, protection, and development of aquatic resources in areas under management; order that violations be handled by responsible state agencies; Preventing violations of areas assigned to administration in accordance with the laws of the legislation and the rules and regulations governing the activity of community organizations; Be consulted on initiatives and activities that are closely related to the environment or marine ecosystems in the region under its administration. In addition to benefits, the Community Organization for the protection of aquatic resources must be responsible for correctly implementing the contents of the Quy Nhon City People's Committee's decision on recognition and management. The company shall adhere to the laws regulating fisheries operations, as well as regulation and review by competent state authorities as required by statute. To track, monitor, inspect, examine, avoid, and treat breaches in the designated region, coordinate with functional agencies. Local associations must report their operations to competent state authorities as required by law./.
