Speeding Up the Installation of Cruise Control Equipment on Fishing Vessels in Binh Thuan Province (09-12-2019)
Implementing the provisions of the Fisheries Law 2017, Decree No. 26/2019/ND-CP dated March 8 2019 of the Government detailing a number of articles and measures to implement the Fisheries Law. Decision 1519/QD- UBND of the People's Committee of Binh Thuan Province dated June 17 2019, issued a plan to deploy the fishing boat monitoring system in Binh Thuan province; On August 9 2019, Department of Agriculture and Rural Development of Binh Thuan chaired a conference on equipping and managing the fishing vessel cruise monitoring system in Binh Thuan Province.
Attending the conference were representatives of the Fisheries Information Center – D-Fish; Office of Provincial Party Committee, Department of Internal Affairs of the Provincial Party Committee, Office of Binh Thuan Provincial People's Committee; Leaders of Binh Thuan Department of Agriculture and Rural Development; Command of the Border Guards in Binh Thuan Province, the Border Control Station; Department of Information and Communications, Department of Finance, Department of Science and Technology; Representatives of Associations: Farmers, Women's Union, Science and Technology Associations; Fisheries Sub-Department, Management Board of Fishing Port; Representative leaders of People's Committee, Division of Agriculture and Rural Development of Tuy Phong and Phu Quy districts, Lagi town, Phan Thiet city and communes, wards and townships of the province; representatives of Departments of Agriculture and Rural Development, Fisheries Departments of Ca Mau, Kien Giang, Ba Ria-Vung Tau and Ninh Thuan provinces; The organizations provide cruise monitoring equipment, newspaper agencies, radio and some fishermen in the province.
At the conference, the cruise control equipment providers introduce technology, features, prices, services and test results of the equipment in recent years; Sharing experiences on the implementation of the cruise control system in Ca Mau province; The comments of the Directorate of Fisheries and the representatives of attended fishermen were presented at the conference.
Concluding at the conference, Mr. Nguyen Van Chien - Deputy Director of Binh Thuan Department of Agriculture and Rural Development determined the deployment of fishing vessel cruise monitoring equipment is an important and urgent task to increase efficiency in management, prevention, termination of illegal fishing vessels in foreign waters and trawlers flying in violation of the route, overcoming yellow cards of the European Commission; It is required that the providers of cruise monitoring equipment must ensure appropriate technology standards and features as prescribed in Article 44 of Decree No. 26/2019/ND-CP of the Government, Notice No. 1008/TB-TCTS-TTTS dated 4 May 2019 of the D-Fish regarding the provision of cruise monitoring equipment installed on fishing vessels; The selection of equipment to be installed on a fishing vessel is decided by the ship owner on the basis of the price of equipment, services, warranty conditions, maintenance, and manuals. After installation, the device must operate stably, seal the lead and provide information to the regulator; Direct the working group to promote the installation of cruise monitoring equipment on fishing vessels and related units to study and apply in accordance with the provisions of the central and the provincial plan. Accordingly, all vessels from 15m and above must install cruise monitoring equipment. For fishing vessels with a maximum length of 24 meters or more, they must be installed before July 1, 2019; For fishing vessels registered to operate in remote waters according to Decision 48/2010/QD-TTg completed before January 1, 2020 (Particularly for fishing ships engaged in rafting, fishing, dive operations caves in offshore areas must be completed before October 31, 2019); Other vessels must be installed before April 1, 2020.
