Khanh Hoa province: Installing cruise monitoring equipment on fishing vessels (11-07-2019)
According to regulations, from now until April 1, 2020, all fishing vessels with a length of 15m or more must install cruise monitoring equipment. The fisheries sector in the province is propagating and mobilizing fishermen to install cruise monitoring equipment for all fishing vessels with length of 24m or more.
Many fishing vessels have been installed cruise monitoring equipment
Under the provisions of the Fisheries Law 2017 (effective from January 1, 2019), the Decree No. 26 (effective from April 25, 2019) details some articles and measures to implement the Fisheries Law 2017, fishing vessels with a length of 24m or more must be installed cruise monitoring equipment before July 1, 2019; Trawler fishing vessels and ocean tuna fishing vessels with a length of 15m to under 24m must be installed cruise monitoring equipment before January 1, 2020; Fishing vessels of 15m to under 24m length must be installed cruise monitoring equipment before April 1, 2020. Through reviewing, 768 fishing vessels in the province have to install cruise monitoring equipment according to this roadmap, in which 30 fishing boats with a length of 24m or more must complete installation before July 1.
The installation of cruise monitoring equipment on fishing vessels not only ensures the provisions of the Fisheries Law, but also is an important detail in implementing the European Commission recommendations to contribute to the removal of “yellow card” for Vietnam's seafood capture sector. Therefore, the provincial fisheries sector has actively propagated and mobilized fishermen to install the cruise monitoring equipment according to regulations. The installation must be completed before July 1 for fishing vessels with a length of 24m or more. Besides, local authorities also mobilize vessel owners to install cruise monitoring equipment for fishing vessels with a length of between 15m and under 24m. Currently, there are dozens of fishing vessels in the province that have installed cruise monitoring equipment. After two trips with new fishing vessel monitoring equipment, fishermen Cao Van Tho (Hon Ro, Phuoc Dong commune, Nha Trang city) realized the effectiveness of this device compared to before. Because the device operates stably, the signal is very good, even being at home, he also knows exactly which fishing vessel of his family is operating in which water areas.
Mr. Nguyen Trong Chanh - Director of the Sub-Department of Fisheries said that, currently, fishing vessels have installed cruise monitoring equipment to send messages to shore stations every 2 hours, other features are also guaranteed. The department is continuing to mobilize fishermen to install equipment to ensure the provisions of the law. In order for fishermen to be assured of selecting equipment and installation on schedule, the Ministry of Agriculture and Rural Development needs to soon announce a list of units with standard cruise monitoring equipment. In the coming time, the department will strengthen the inspection and supervision of fishing vessels, resolutely not to go out to sea for fishing ships which fail to comply with regulations.
