Nghe An needs to install the cruise monitoring system on fishing vessels (23-01-2019)

Data of the Department of Fisheries shows that, as of December 31, 2018, Nghe An has 3,521 vessels, of which number of vessels of over 90CV is 1,450. The whole province has 4 fishing ports that are Cua Hoi fishing port, Lach Van fishing port, Lach Quen fishing port and Quynh Phuong fishing port.

In recent years, the volume of capture seafood has been constantly growing over the years, the fleet of fishing vessels has developed in the right direction, the number of vessel with small capacity reduced.

In 2 years (2017 and 2018), the coordination of inspection and control of fisheries is regularly carried out by Nghe An authorities.

Nghe An Fisheries Sub-Department has coordinated with border guard posts at sea level, Fisheries Surveillance Sub-Department conducted patrol and control of fisheries, administrative sanctions for hundreds of violation vessels.

In 2018, the Border Guard Stations and the 2nd Squadron organized patrol forces, controlled the entry and exit of estuaries with 23,653 vessel turns/119,203 turns of labor. Results of detection, investigation and handling are 62 cases/85 subjects/72 vessel owners, sanctioning money for administrative violations is VND 639 million.

At the working session, Nghe An province proposed the Ministry of Agriculture and Rural Development with some issues related to the development of capture fisheries, such as supporting the construction of fishery infrastructure (Lach Quèn fishing port), dredging canals and building sand protection embankments at Con, Lach Quèn, Lach Thoi and Lach Van estuaries, funding support to upgrade the Coast Station and upgrade and install new VX-1700 machines on fishing vessels to enhance the management of fishing vessels operating on the seas.

The working group also discussed the issues that need to be considered when implementing the Fisheries Law 2017. The members assessed the current capacity of fishing ports in Nghe An province did not meet the new requirements under Directive No. 45/CT-TTg of the Government; The coordination between border guards and fishing ports is not synchronized; The record keeping of fishing port management lacks specificity.

Deputy Minister of Agriculture and Rural Development Phung Duc Tien instructed that In order to lift the “European yellow card”, Nghe An urgently deploy the installation of cruise monitoring system on fishing vessels of the prescribed length; upgrade the road system to the port, upgrade the shore station ... to ensure compliance with Directive 45/CT-TTg of the Prime Minister. Nghe An needs to focus on doing good propaganda for fishermen to understand the new capture fishery law.
