According to the Notice, the Deputy Prime Minister assigned the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with the Ministry of Finance determining clearly the investment capital of these projects with adequate funding sources. Based on the results, the Ministry of Planning and Investment needs to specify clearly in Legal Drafting Decisionfor adjusting investment activities of these projects, as well as management of assets formed after the completion of projects. At the same time, the Notice states that Provincial People's Committee is fully responsible for evaluation, appraisal and approval of the project. The Notice define the mechanism of inspecting and supervising the evaluation, appraisal, approval as well as implementation of projects to ensure that projects are effectively, qualitatively and legally implemented. It also obviously regulates the method of bidding on projects strictly follows Vietnam bidding law.

The Deputy Prime Minister also requires the Ministry of Agriculture and Rural Development, the Ministry of Planning and Investment to actively coordinate with each other to come to an agreement on adding project "Restore and rehabilitate aquatic ecosystems and aquatic resources in four central provinces" into the scope and objects of the Decision. The Ministry of Planning and Investment is expected to take the initiative in working with the Ministry of Justice to reach consistency of legal document form.

After completing allmentioned matters, the Ministry of Planning and Investment shall finalize the draft decision and report it to the Prime Minister and the Permanent Government.
