Department of Fisheries and Surveillance launches emulation movement for transparent and sustainable development of the marine economy (19-11-2025)

To concretize major policies of the Communist Party and the Government on breakthrough development in science and technology, innovation, and national digital transformation, the Department of Fisheries and Surveillance (under the Ministry of Agriculture and Environment) has officially launched the emulation movement titled “Promoting the Application of Science and Technology, Innovation, and Digital Transformation in the Fisheries Sector”.

This emulation movement is not merely an administrative activity but a major strategic initiative, launched on the basis of Decision No. 2401/QĐ-BNNMT dated 27 June 2025 issued by the Minister of Agriculture and Environment, with the aim of implementing Resolution No. 57-NQ/TW dated 22 December 2024 of the Politburo. This is a significant step toward enhancing the effectiveness of state management, increasing transparency in data, thereby promoting the development of the fisheries sector in a modern, sustainable, and internationally integrated direction.

The emulation movement must be concretized and closely linked to the professional tasks of each unit within the Department of Fisheries and Surveillance (DOF), ensuring practicality, delivering specific outcomes, avoiding formalism, and always focusing on real world effectiveness. All units under the DOF, along with all civil servants, public employees, and workers, will compete to achieve the set objectives in accordance with the Plan amended and supplemented under Decision No. 396/QĐ-TSKN dated 25 August 2025, which focuses on two main contents: the first is comprehensive application of technology: Strongly promoting the application of science and technology, innovation, and digital transformation in all stages of direction and management in core fields such as marine capture fisheries, aquaculture, conservation and development of aquatic resources, and fishery control activities; the second is completion and development of specialized fisheries databases : This is the key content. All units are required to compete in completing existing specialized fisheries databases and building new ones. The ultimate goal is to ensure that these databases meet the criteria of being “accurate – complete – clean – live (real-time/updateable) – unified – shared”, thereby serving the management and administration work of the DOF effectively.

 Duration of the emulation movement from 5 November 2025 to 31 December 2025. The registration forms for participating in the emulation movement must be submitted to the Office of Science, Technology and International Cooperation no later than November 5, 2025. The deadline for submitting proposals and dossiers for commendation and reward consideration to the DOF is no later than 15 December 2025.

Evaluation criteria for the emulation movement are specifically developed for each target group. For collectives (units/departments): Strictly adhere to the tasks specified in Decision 396/QĐ-TSKN; Complete assigned tasks with high quality, meeting or exceeding planned targets; Implementation must be methodical, scientific, synchronized, with detailed plans, clear assignment of responsibilities, and regular monitoring and supervision of progress; Particular emphasis is placed on practical and effective initiatives and solutions that accelerate progress and improve data quality; Such solutions must ensure sustainability in the management and operation of the national fisheries database system, while strictly complying with regulations on information security and data safety, with no errors or violations allowed.

 For individual civil servants, public employees, and workers: Demonstrate proactiveness, creativity, and complete assigned tasks with outstanding quality and exceeding targets; Be proficient in professional skills and digital technology to serve digitization, data verification, and synchronization in the fisheries sector; Proactively research and propose solutions to improve working processes, shorten document and dossier processing time; Offer effective initiatives and proposals that enhance data quality, reduce errors, increase processing speed, or improve inter-agency coordination; and strictly comply with regulations on information confidentiality and data security.

 Forms of commendation and reward, The DOF will consider and grant awards to collectives and individuals with outstanding achievements, remarkable initiatives, effective models, and substantial contributions to promoting the application of science and technology, innovation, and digital transformation in the fisheries sector, in accordance with current regulations on emulation and commendation. Reward forms include: Recommendation for the Minister of Agriculture and Environment’s Certificate of Merit, or Certificate of Merit from the Director of the DOF.

This emulation movement serves as a rallying call to all cadres, civil servants, public employees, and workers throughout the DOF to uphold the spirit of responsibility, proactiveness, and creativity in implementing innovation in the fisheries sector, aiming toward the development of a transparent and sustainable marine economy.
