The plan aims to continue affirming the efforts and determination of Thanh Hoa province together with the Central Government in organizing and implementing solutions to combat IUU fishing in the province; as well as providing information and documents proving the effective implementation of EC’s recommendations on combating IUU fishing.

Thanh Hoa Provincial People's Committee assigned the Department of Agriculture and Rural Development to control fisheries at fishing ports of Hoa Loc, Lach Loi, Lach Bang to strictly implement 04 groups of EC recommendations on monitoring, inspecting and controlling vessel activities and fishing fleet management; catch record and traceability, inspecting fishing vessels entering and leaving the port; review and consolidate inspection records of fishing vessels entering and leaving the port; assuring the systematic and easy-to-access storage that meets the requirements of chain traceability.

At the same time, organizing the operation and data management of the fishing vessel monitoring system; registration and licensing of fishing vessels; storing and updating fishing data into the provincial database on registration and licensing of fishing vessels, synchronously connect with VNFishbase System;  implementing regulations in the Fisheries Law 2017. Provincial fishermen were requested to install cruise monitoring equipment on fishing vessels according to regulations. The relevant authorities resolutely handle violations of IUU fishing according to the Government's Decree No. 42/2019/ND-CP and summarize the sanctioning records; make a list of fishing vessels violating IUU fishing and notify according to regulations.

Ensure environmental sanitation, food safety and hygiene at the fishing port; carefully prepare other necessary conditions during the delegation's working time in the province; assigned leaders of the Department, Sub-Department of Fisheries to be on duty 24/24 during the EC inspection team's working in Vietnam.

Provincial Border Guard Command: Review records of fishing vessels leaving and entering ports; synthesize dossiers of handling violations in the fisheries sector according to Decree No. 42/2019/ND-CP of the Government and working records with fishing vessel owners violating foreign waters; prepare dossiers and other necessary conditions to serve the inspection team upon request; fully arrange forces to participate in the duty at representative offices of fisheries inspection and control at fishing ports; Fully inspect and strictly inspect fishing vessels in and out.

Provincial Police: Ensure absolute security and safety during the inspection team's work in Thanh Hoa province; strictly handle violations of the law related to fisheries activities in the province.

Department of Foreign Affairs: Coordinating with local and central departments and agencies to carry out procedures related to foreigners (EC Inspection Delegation) working in Vietnam; well perform the work of protecting citizens, resolutely fight against countries illegally arresting provincial’s fishing boats and fishermen in Vietnamese waters, overlapping and undefined areas between Vietnam and other countries in the region.

Thanh Hoa Newspaper, Provincial Radio and Television Station: Strengthening the work of information, propaganda and dissemination of the Fisheries Law and regulations on combating IUU fishing.

People's Committees of coastal districts, towns and cities: Propaganda to the fishing community to know and understand clearly the responsibilities and obligations of fishing boat owners in combating IUU fishing; strictly control information about fishing vessels in the province; closely coordinate with the Department of Agriculture and Rural Development and related units to carefully prepare the working conditions of the Inspection Team in the area under their management.
