Together, We Can Make a Difference in Agriculture Through Digital Transformation (20-04-2022)

 “Agriculture requires a synchronized, scientific, and practical approach to digital change. This requires support from the State's policy, as well as collaboration from ministries, branches, and localities, as well as active participation from the business community, to help agriculture make rapid and comprehensive changes," said Phung Duc Tien, Deputy Minister of Agriculture and Rural Development, at the online conference "Digital transformation of the agricultural sector and rural development" on December 27 in Hanoi, organized by the Ministry of Agriculture and Rural Development.

Leaders from departments, sectors, units, businesses, and specialists were in attendance. The conference is organized in a combination of face-to-face and online formats.

Mr. Ngo Dien Hy, Deputy General Director of VNPT Group, spoke during the seminar about the VNPT Group's digital agriculture ecosystem. VNPT's strategy for developing a digital agricultural ecosystem, he said, consists of highly specific and sequential measures. The first is data digitization, which includes digitization at every stage of the agricultural product supply chain. We will next digitize processes including production, collection, distribution, and retail, as well as install automated data collection tools and electronic diaries. After that, the process will be automated, with human interaction gradually phased out. Finally, it will be the first step toward digital agriculture, which will include automation, intelligence, precision, and transparency, as well as a high level of value and long-term sustainability.

Speaking at the Workshop, Mr. Tran Hung, Vietnam Institute of Irrigation Science shared about the experience of digital transformation of agriculture at the provincial level. Mr. Hung suggested that municipalities construct digital infrastructure in the form of connection systems, equipment, and operation centers, as well as digital apps for administration at the Department of Agriculture and Rural Development (such as websites, software for forecasting natural disasters and epidemics; software for granting and managing permits, planting area codes...). In addition, local authorities must also develop digital applications to manage the operation of agricultural infrastructure systems, support production, manage products, and connect people and enterprises to agricultural markets. As a result, Mr. Tran Hung recommended that the Ministry of Agriculture and Rural Development invest in improving the data monitoring system for the environment, soil, hydrology, agro-meteorology, and the operation and administration of hydrological works systems, natural disaster prevention. 

In the fisheries sector, Deputy Director General of Directorate of Fisheries Tran Dinh Luan said the industry is undergoing digital transformation in the field of fishing vessel management in the fisheries sector. The management of registration, registration, and operation of this block of ships is currently supported by a database of fishing vessels, which will continue to connect to the electronic traceability system.

In addition, Mr. Tran Dinh Luan provided an overview of the 2022 plan "Digital transformation in the management of registration of pilot brackish water shrimp farms in Tran De district, Soc Trang province," which includes over 40,000 farming households. The plan will be digitized in order to handle each household, from stocking to export processing.

To continue promoting digital transformation in agriculture, Deputy Minister of Information and Communications Mr. Nguyen Huy Dung stated it is vital to increase coordination between the two Ministries of Agriculture and Rural Development and the Ministry of Information and Communications. Mr. Dung thinks that by 2022, the Ministry of Agriculture and Rural Development will have popularized digital skills among farmers, allowing them to use the digital platform to support productivity. Digital change will be broadly spread in the community if the two ministries collaborate to train 11,000 farmers.

Deputy Minister of Agriculture and Rural Development Phung Duc Tien emphasized: "Digital transformation in agriculture and rural development is an opportunity, the key to accomplishing the aim of farmers producing excellent agricultural products at the lowest cost but selling them for highest price. The success of digital transformation must be done together, the approach to digital transformation in agriculture must be collaborative; it must be based on the development of horizontal and vertical chain links; the formation of new modes and networks of cooperation; and the connection of units within and outside the industry, resulting in connected and shared agriculture closely linked to digital commerce."
