Improving management of fishing ports, storm shelters and anchorage for fishing vessels in the contex of international integration (11-12-2020)

In the morning of 24 Sept. 2020, in Khanh Hoa province, the Ministry of Agriculture and Rural Development (MARD) coordinated with the People’s Committee of Khanh Hoa province to organize a conference on management of fishing ports, storm shelters and anchorages for fishing vessels to ensure safety for fishermen. The conference focused on discussing solutions aimed at managing fishing ports, storm shelter and anchorages to meet requirements of integration.

Attending the conference were representatives from agencies under MARD, Directorate of Fisheries (D-FISH), Department of Agriculture and Rural Development (DARD) of 28 coastal provinces/cities, delegates from some ministries, establishments, fishermen and press agencies. Mr. Phung Duc Tien, Vice Minister of MARD and Mr. Le Huu Hoang, Vice Chairman of Khanh Hoa Provincial People's Committee co-chaired the Conference.

In response to requirements for international economic integration, in particular, implementation of recommendations given by the European Commission against illegal, unreported and unregulated (IUU) fishing and enforcement of the Fisheries Law 2017, the conference was aimed at evaluating management of fishing vessels and safety of fishermen going on fishing at sea as well as investment in the construction of infrastructure of fishing port over past time and discussing solutions of management of fishing vessels, promotion of investment in building fisheries infrastructure and strengthening of efficiency of fishing port management to meet integration needs in the coming time.

According to D-FISH’s report, in recent years, the structure of Vietnam's fishing fleet has changed significantly. as of June 30, 2020, a number of fishing vessels with a length of 15 meters or more accounted 31.5% of total fishing vessels. Currently, in the whole country tens of fishing ports have been invested and upgraded with a total capacity of about 1.8 million tons of catch loading  per year.

Enforcing the Fisheries Law, up to now, MARD has reviewed and announced 66 storm shelter anchorages in 25 coastal provinces and cities, including 50 provincial anchorages and 15 regional anchors. Besides, MARD has also announced a list of designated fishing ports that have a sufficient system to confirm the origin of the catches from fishing. However, delegates said that currently, there have been still some difficulties and problems for management of fishing ports and storm shelter anchorages, including current infrastructure of a few of fishing ports that need to be ugraded to meet requirements given by the Fisheries Law.

Speaking at the conference, Deputy Minister Phung Duc Tien emphasized that in the context of international economic integration, it is required the fisheries sector in general and the capture fisheries sector in particular takes the initiative to have solutions to re-structure towards sustainability. A fishing fleets need to be restructured reasonably, suitable for requirement of fisheries resources conservation. Strengthening of law enforcement for putting an end to IUU fishing in order to remove EC's yellow card as soon as possible. Together with effective enforcement of the provisions of the Fisheries Law and its guiding documents,  legal basis for management of fishing ports and storm shelter anchorages according to the Fisheries Law will be completed soon. Investment in construction and upgrading of fishing ports and storm shelter anchorages will be paid attention to make favourable conditions for fishing vessels entering safely the ports and anchorages in the coming time.
