The planning on the system of fishing ports and storm shelter anchorage for fishing ships is the basis for perfecting and modernizing the infrastructure of the fisheries sector, building large fishing centers; strengthening fisheries management; Ensuring safety for fishing ships and fishermen; Meeting the needs of logistics services, anchoring and avoiding storms for fishing ships; Ensuring food safety; Reducing post-harvest losses; Contributing to combating illegal, unreported and unregulated (IUU) fishing; Forming a domestic and international trade.

The plan has been formulated on the basis of (1) Compliance with the law on planning, fisheries and other relevant laws and meet international integration requirements. (2) In accordance with the fisheries development strategy and other relevant planning; on the basis of making the most of natural conditions; to attach importance to combining the construction of fishing ports with storm shelter anchorage zones for fishing ships and fishing logistic service establishments; environmental protection, ecosystem, climate change adaptation; ensure national defense and security. (3) At the same time, maximizing resources from all economic sectors; enlisting international support in construction and management of fishing ports and storm shelter systems for fishing ships.

Specific objectives of the plan:

(1) Assessing of factors, natural conditions, resources, context and status of spatial distribution the fishing port system, storm shelter anchorage for fishing vessels; (2) Assessing the current status of fishing port system, storm shelter anchorage for fishing vessels; Evaluating the results of implementing the planning of the fishing port system and the storm shelter anchorage for fishing ships in the previous period; (3) Forecasting the need to develop infrastructure for fishing to meet the requirements of efficient management, sustainable development, and in line with the trend of international integration; combining security and defense tasks, protecting sovereignty of sea and islands; (4) Researching development options; choosing a highly feasible plan as a basis for investment in building a system of fishing ports, storm shelter anchorage for fishing ships to serve logistics services for sustainable development in combination with national security tasks. prevention and protection of sovereignty over islands; (5) Studying and proposing mechanisms, policies, and projects on investment and development of fishing ports and storm shelter systems for fishing ships; (6) Proposing solutions for implementing the planning of fishing ports, storm shelter systems for fishing ships; (7) Developing a map system of planning system of fishing ports, storm shelter anchorage zones for fishing vessels in the period of 2021 and 2030, with a vision to 2050.
