Viet Nam and the United States Signed an Agreement to Strengthen Fisheries Law Enforcement (26-08-2020)

On 22 July 2020, in Ha Noi, the Directorate of Fisheries (D-FISH) under the Ministry of Agriculture and Rural Development (MARD) and the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) concluded a Memorandum of Understanding (MOU) to strengthen fisheries law enforcement capabilities, fisheries management and combat Illegal, Unreported, and Unregulated (IUU) fishing. .
Viet Nam and the United States Signed an Agreement to Strengthen Fisheries Law Enforcement

Signing the agreement were the D-FISH Director General Trần Đình Luân and the U.S. Ambassador to Viet Nam Daniel J. Kritenbrink. This was the first MOU on strengthening of fisheries law enforcement capabilities signed between both sides.   

The content of MOU will focus on development and implementation of technical programs and co-operation projects aimed at strengthening fisheries law enforcement capabilities in Viet Nam to combat IUU fishing, at improving capability of D-FISH officials responsible for enforcing the fisheries law to international law enforcement, stock assessment and technical measures of protecting fisheries resources. 

Under this MOU, INL technical assistance will improve the capability of D-FISH and the Department of Fisheries Resources Surveillance (DFIRES) through the exchange of information, best practices, and the introduction of applicable technical programs. The MOU will also foster greater cooperation between Vietnam, U.S., and international law enforcement agencies to ensure sustainable living marine resources and combat IUU fishing.

The United States and D-FISH have partnered together since 2015 to improve Viet Nam's fisheries management and compliance capability through technical trainings, study visits, and other assistance activities.

Speaking at the ceremony, Ambassador Kritenbrink said: “The United States has a great deal of experience in managing fisheries and enforcing regulations, which we are more than happy to share. We look forward to working together with Vietnam to strengthen the sustainability of its fisheries and support its fishers against illegal intimidation.”

D-FISH Director General Trần Đình Luân emphasized that signing of the Memorandum on Strengthening of Fisheries Law enforcement capabilities was an important milestone in continuing the results of co-operation between Viet Nam and the United States in the fisheries sector, especially in combat of IUU fishing. On the occasion of 25th anniversary of the normalization and establishment of diplomatic relations between Viet Nam and the United States, he congratulated the good co-operation between the two countries and hoped in the future, the co-operation in fishery sector will be promoted and develop further, contributing to the sustainable development of fisheries in Vietnam.
