Regional Workshop on Gender Integration in Fisheries (21-23 January 2020 in Bangkok, Thailand) (13-02-2020)

The Oceans and Fisheries Partnership (USAID Oceans) has been supporting the Southeast Asian Fisheries Development Center (SEAFDEC) and member countries to enhance their capacity to include gender considerations in fisheries planning and management. With the recent approval of SEAFDEC’s gender policy and strategy, there is a need to build SEAFDEC and member countries’ capacity to effectively implement gender-sensitive approaches. Each SEAFDEC Technical Department has identified a fisheries technologist to be a “Gender Focal Person.” Similarly, each member country has a gender focal person, the majority of whom are also members of USAID Oceans technical working group for human welfare and gender equity.

The Oceans and Fisheries Partnership (USAID Oceans) is a five-year USAID-funded activity working with the Southeast Asian Fisheries Development Center (SEAFDEC) and the Coral Reefs, Fisheries, and Food Security (CTI-CFF), and a wide range of public and private sector partners at regional, national, and local levels to combat IUU fishing, promote sustainable fisheries and conserve marine biodiversity in the Asia-Pacific region. One of USAID Oceans' objectives is to strengthen human welfare and gender equity considerations in fisheries management. As such, USAID Oceans has been working with SEAFDEC member countries' capacity in this area.

To support the implementation of SEAFDEC's gender policy and strategy, SEAFDEC and USAID Oceans will organize a regional workshop on gender integration in fisheries on 21-23 January 2020 in Bangkok, Thailand. This training for gender focal persons from SEAFDEC and SEAFDEC member countries is designed to strengthen participants' capacity to implement gender strategies in fisheries programs and projects. The training will include sessions on gender sensitivity as well as more advanced topics such as gender analysis tools, planning, and budgeting. Participants will also take part in a site visit to a fisheries site to apply the knowledge and skills learned from the training.

This workshop is for gender focal persons from SEAFDEC technical departments and USAID Oceans human welfare and gender equity technical working group members from SEAFDEC member countries, and representatives from other SEAFDEC projects. Representatives from the Asian Institute of Technology, the Food and Agriculture Organization (FAO), the Network on Women in Fisheries in the Philippines, Inc. (WinFish), SEAFDEC, USAID Regional Development Mission for Asia (RDMA) and USAID Oceans will serve as resource persons and trainers.

The three-day regional workshop on gender integration in Fisheries for gender focal persons is part of USAID Oceans’ ongoing work with SEAFDEC to build regional capacity and advance policies related to gender. The first two days of the training (January 21-22) will cover topics and orientation on gender sensitivity, gender analysis and tools, action planning, and budgeting. They will also include lessons learned from various gender integration activities, including USAID Oceans’ gender interventions and ecosystem approach to Fisheries management grants, and gender activities implemented by SEAFDEC, FAO, Oxfam and USAID RDMA. A workshop on developing a draft module on Gender for Leaders, Executives, and Decision Makers in Fisheries (Gender LEAD) will also be conducted. The third and final day will include a site visit to fishing communities working on gender equity, women empowerment and migrant workers.

This workshop’s objectives are provided technical training workshop on gender integration in fisheries work and research, and orientation on action plans and budgets, gender analysis methods and tools, project monitoring and evaluation, and gender sensitive reporting and communication. Discuss drafting a module for Gender LEAD: Gender for Leaders, Executives, and Decision Makers in Fisheries. Share experiences and lessons learned in conducting gender-integration initiatives in Southeast Asia’s fisheries sector. Participants were being able to plan and implement gender activities and analyses and adopt gender responsive approaches to fisheries and aquatic resources programs and projects. And also be able to integrate gender approaches in developing and designing programs and activities in fisheries-related organizations and made some draft recommendations for a Gender LEAD module for the SEAFDEC training department as well.
