Previously, on February 10, 2022, Deputy Minister Phung Duc Tien chaired a meeting at the Ministry of Agriculture and Rural Development on the software system to control fishery products imported into Vietnam under the Agreement on Port State Measures (PSMA) of the Food and Agriculture Organization of the United Nations (FAO).
After listening the Directorate of Fisheries' report, the Consulting Unit's report, and the comments and discussions of the meeting's delegates, Deputy Minister Phung Duc Tien expressed his appreciation for the Directorate of Fisheries' efforts in designing and building a software system to implement the PSMA Agreement. The software system has many distinguishing features, is a digital technology tool that contributes to improving the efficiency of state management in the implementation of provisions of the PSMA Agreement, and is highly feasible.
The development, completion, and implementation of software will improve the efficiency of controlling aquatic products originating from foreign fishing and imported into Vietnam, with the goal of preventing the consumption of illegal, unreported, and unregulated fishery products through Vietnamese territory, as recommended by the European Commission, and making an important contribution to the removal of the "Yellow Card" warning for Vietnamese seafood exported to the European Union market.
To ensure that the software system and other relevant resources are used effectively and synchronously, Deputy Minister Phung Duc Tien delegated primary responsibility for coordinating with the Department of Animal Health and the consulting unit to complete the technical design, professional processes to ensure full implementation of the provisions of the PSMA and relevant Vietnamese laws.
Coordination with the Ministry's Office, the Center for Informatics and Statistics, and the Department of Animal Health to review existing software systems and databases and to prepare technical conditions for connecting the software system to the portal under the general design of the Ministry, assume primary responsibility for, and coordinate with relevant units in, organizing training sessions for agencies and units to use and exploit data on the software system.
Department of Animal Health: to receive and use the software system to effectively control aquatic and fishery products imported into Vietnam under the PSMA; to coordinate with the Directorate of Fisheries and other relevant units to organize training and training for relevant parties on how to use the software system.
The Ministry's Office and the Center for Informatics and Statistics: guide and manage the software system's connection to the national single window portal and other databases in accordance with the Ministry's overall design.
Department of Agro-Forestry-Fisheries Quality Management: Utilize information and data on software to control and trace the origin of aquatic products originating from fishing imported into Vietnam for processing, domestic consumption, and export to other international markets, according to its functions and tasks.
