Conference on building a Fisheries Development Strategy by the year 2030, with a vision to 2045 (24-09-2020)

On September 24, 2020, in Nha Trang city, the Ministry of Agriculture and Rural Development (MARD) held a preliminary conference on a Target Program of Sustainable Fisheries Development for the period of 2016 - 2020 and collecting suggestions for building a fisheries development strategy by the year 2030, with a vision to 2045. Deputy Minister of Agriculture and Rural Development Phung Duc Tien, Vice Chairman of the Khanh Hoa Provincial People's Council Tran Manh Dung and Directorate of Fisheries Director General Tran Dinh Luan co-chaired the conference.
Conference on building a Fisheries Development Strategy by the year 2030, with a vision to 2045

At the conference, delegates from 28 coastal provinces and cities, and 5 provinces at Tay Nguyen region made a number of suggestions on the Fisheries Development Strategy by 2030, with a vision to 2045. Accordingly, delegates from the local suggested that a strategy needs to be developed scientifically and based on summarizing reality of fisheries development over the past time to define its goals, orientation of development and solutions to implementation of the strategy. In addition, it is necessary to analyze and define investment resources, re-organization of production, sustainable development of chain links, key solutions to implement the plan.

         According to the Directorate of Fisheries, the Target Program of Sustainable Fisheries Development in the period of 2016 - 2020 was approved by the Prime Minister in September 22, 2017. Although investment resources for the fishery sector in this period were still limited, results achieved had basically met the program objectives. An annual average growth rate of fisheries production value reached a given target of 6%. In 2019, the total fisheries production was 8.15 million tons, of which capture fisheries reached 3.77 million tons, aquaculture reached 4.38 million tons. Fisheries export value in 2019 was USD 8.6 billion. It is expected that in 2020, total fisheries production will reach 8.2 million tons, exceeding the target set by the program.

         In aquaculture sector, Viet Nam has also actively produced free-diseased seeds for key target-species such as black tiger shrimp, white shrimp and pangasius fish. The intensive farming areas of key target-species were established in compliance with VietGAP certification or equivalent certification such as GlobalGAP, ASC and BAP. The loading capacity of fishing ports increased by about 352 thousand tons a year and their anchoring capacity increased by 24,900 ships.

A draft of the fisheries development strategy by the year 2030, with a vision to 2045 presented at the conference by the Institute of Fisheries Planning and Economics under MARD, which is a consultation agency, set up a goal by the year 2030, in which, fisheries sector will contribute 28 - 30% of GDP structure of the agricultural sector and creates jobs for 3.5 million employees

         Mr. Phung Duc Tien, Deputy Minister of MARD, emphasizes that the Target Program of Sustainable Fisheries Development for the 2016 - 2020 period has achieved significant results that make the great opportunity to develop the fisheries sector in the coming time. The Fishery Development Strategy by the year 2030, with a vision to 2045 must ensure topicality and reality to meet requirements of sustainable development in the new period. Thus, the MARD will consider carefully all of the suggestions from ministries, sectors and localities as well as opinions discussed at this conference to complete a draft of the Strategy before submitting to the Government for approval.
