Phu Yen province: Towards sustainable marine farming development (16-01-2019)

Recently, in Phu Yen province, the Directorate of Fisheries (Ministry of Agriculture and Rural Development) has cooperated with the province to organize a symposium on sustainable aquaculture development in 2018. At this conference, scientists, representatives of the institutes under the Ministry of Agriculture and Rural Development analyzed and proposed a number of sustainable marine farming solutions.

The backward status of marine culture

According to the Phu Yen’s Department of Agriculture and Rural Development, aquaculture in raft cages in Phu Yen was formed in the 1990s, so far it has developed quite strong with about 1,000 hectares of sea surface. The main marine species are lobster and marine fish. Particularly, lobster farming in Phu Yen has a very high economic efficiency. The total number of lobster cages in the province is currently about 91,290 cages, the output is about 710 tons / year, concentrated in Song Cau Town. For marine fish, there are many businesses involved in large-scale farming, using advanced farming technology from Norway, with about 185 cages.

 According to the Department of Aquaculture (Directorate of Fisheries, Ministry of Agriculture and Rural Development), not only Phu Yen but also other coastal localities in our country also have great potential for raising marine fisheries, but the localities have not yet exploit this potential. Mr. Nguyen Ba Son, Department of Aquaculture, said: “The most difficult for marine farming now is that most of activities are still spontaneous, the farming area are lacking of planning, with limited infrastructure conditions, the level of production techniques have not met the requirements, while the density of cage farming is increasing leading to disruption of farming plan in the areas.

Meanwhile, the technology of producing marine fish seed in our country is still limited, hence do not meet the demand for commercial farming, especially for lobster seed. The technology of cage culture in open waters in most coastal areas is not suitable, industrial feed used in aquaculture is limited, besides, environment of aquaculture and disease in aquaculture have not been well controlled.

Investment for sustainable development

At present, Phu Yen province focuses on detailed planning of aquaculture areas, managing the planning and water surface, gradually overcome the spontaneous farming. The province is also planning an additional plan until 2030 with about 1,000 ha of aquaculture in open waters and about 9-15ha onshore using advanced technology, while connecting with industry mariculture projects. “In 2019, Phu Yen will implement the project of testing lobster farming in Norwegian cages with an area of ​​about 20ha; appraising and licensing investment projects on production and trading of high value products such as seabass and marine fish, with scale of processing about 1,000 tons of fish / crop or 400 tons of fish fillet / crop within 5 years in an area of ​​nearly 30ha”, said Mr. Nguyen Tri Phuong, Deputy Director of DARD.

According to Mr. Tran Cong Khoi, Deputy Director of the Department of Aquaculture (Directorate of Fisheries), in order to develop sustainable aquaculture in coastal areas and near-shore islands, Phu Yen needs to reorganize production, improve farming technology and cages production technology adapting to natural conditions and climate change, using industrial feed, develop farming with certified, geographical indications and traceability. Localities should develop farming objects of high economic value, considering to competitive advantages and consumption markets, but suitable to environmental conditions in each farming area. The province needs to apply industrial-scale farming methods, combining aquatic species with organic and ecological forms, ensuring environmental capacity, associated with protecting coastal aquatic resources. Organizations and individuals involved in marine farming need to apply modern farming technologies such as circulating technology, flow creation technology, etc.

Vice Chairman of the provincial People's Committee Tran Huu The said: “Phu Yen has been focusing on detailed planning of farming areas, planning and expanding aquaculture in open waters to reduce pressure on aquaculture activities in the current lagoon and bay. The province invites and encourages domestic and foreign aquaculture enterprises to cooperate in advanced farming processes and techniques to develop aquaculture in the province, especially in open sea areas. The central government should introduce strong enterprises to invest in aquaculture in Phu Yen, and at the same time, support the training and transfer of advanced marine culture technologies”.
