Actively coordinate to prevent illegal, unregulated and unreported fishing in Phu Yen province (27-08-2019)

The People's Committee (PC) of Phu Yen province has just requested all PCs at lower levels (city, district and wards) and all relevant departments and authorities of this province to urgently and seriously implement the guidance of the Prime Minister and the Provincial People's Committee. This guidance is about deploying urgent solutions against illegal, unreported and unregulated fishing (IUU) in the province.

The Provincial People's Committee assignsed the Department of Agriculture and Rural Development to revoke the mining license from fishing vessels violating foreign waters; strengthen checking and strictly handling IUU fishing; make lists and archive dossiers for handling violations according to regulations, especially the ship owners who fail to submit fishing logbooks and equip cruise monitoring equipment for fishing vessels, which are compulsory to be equipped with cruise monitoring equipment (ships of 15m in length or more).

Strengthening the inspection and control of fisheries at fishing ports; strictly enforcing the inspection of fishing vessels arriving and leaving the fishing ports in accordance with current regulations; storing documents continuously and scientifically to work with EC Inspection Team.

The Provincial People's Committee also assigned the Department of Agriculture and Rural Development to give advices about setting up a Provincial Steering Committee to fight against IUU fishing, promulgating operational regulations and action plans associated with the responsibilities of each related organization and individual to perform the task of preventing and eliminating locally IUU fishing. The Department of Agriculture and Rural Development also presided over and coordinated in building fishery management software to update and share data on fishing activities; coordinated with the Department of Home Affairs to advise on the establishment of local fishery control forces in accordance with the 2017 Fisheries Law.

At the same time, the Department of Agriculture and Rural Development reviewed the assigned staff, gave priority to additional staffing and human resources to the Fisheries Sub-Department, Fishing Port Management Board, and Representative Offices inspecting, examining and controlling fisheries at designated fishing ports, guaranteeing the capacity to enforce the Fisheries Law in 2017 and combat IUU fishing.

People's Committees of coastal districts, towns and cities coordinate with the Department of Agriculture and Rural Development to disseminate, implement the Fisheries Law in 2017 and to fight against locally IUU fishing. Organizing fishermen sign commitments not to violate foreign waters to fishing marine products; organizing reviews to clarify their responsibilities and take measures to handle heads of commune and ward administrations when the situation happens. Regularly educating and propagandiszing enterprises, ship owners and captains about aquatic products and materials designated at the fishing ports, recording the fishing diary according to regulations, and strictly handling violations.
