Strengthening International Cooperation in Investigating Resources and Environment of Sea and Islands (17-12-2020)

Recently, the Ministry of Natural Resources and Environment has issued a plan to implement a key program for fundamental investigation into resources and environment of sea and islands up to 2030. According to the plan, the Ministry of Finance Natural Resources and Environment will assume the prime responsibility for, and coordinate with ministries, branches and localities in implementing 16 key projects for fundamental investigation into marine and island resources and environment in the period 2020-2030.
Strengthening International Cooperation in Investigating Resources and Environment of Sea and Islands

With the aim of concretizing, fully and comprehensively implementing the views, objectives, tasks and solutions outlined in the key program on fundamental investigation of resources and environment of sea and islands to 2030; clearly defining key and urgent tasks that need to be prioritized in the period up to 2025, serving as an important premise for the successful implementation of the program.

The plan focuses on 3 main contents including: (1) Focusing on implementing the tasks and projects under the Program; (2) Providing information, propagation and dissemination of policies, laws and results of basic investigation into resources and environment of sea and islands; (3) Strengthening international cooperation in basic investigation of resources and environment of sea and islands.

Strengthening International Cooperation

The mission plan should focus on strengthening international cooperation in basic investigation of resources and environment of sea and islands. Accordingly, international cooperation contents are built and implemented in the projects under the program. Contents of international cooperation on fundamental investigation are integrated into resources and environment of sea and islands in international cooperation projects in the field of marine resources and environment and in the implementation of the International development cooperation project of sustainable marine economy to 2030, with key tasks up to 2025, including: Cooperation with developed countries in the fields of natural resources and environment of sea and islands to receive and transfer technology knowledge. At the same time, organizing retraining and advanced training, forming a contingent of highly qualified scientific staff, experts, especially leading scientific experts and state management officials in resources of marine and island environment. The scale of international cooperation is expanded in investigating and researching a number of important issues in the South China Sea in order to improve the scientific and practical value of created products, creating a new change in research technology. There are specific measures to mobilize the participation of domestic and foreign experts in the implementation of the program, organizing inbound and outbound delegations to exchange, learn from experience, participate in seminars and international conference; hiring foreign organizations and individuals to implement projects under the program according to regulations.

The plan consists of 12 tasks to serve the organization and management of the program's implementation. From 2020 to 2030, the Ministry of Natural Resources and Environment will assume the prime responsibility and coordinate with ministries, branches and localities in implementing 16 key projects of fundamental investigation into resources and environment of sea and islands.

In order to effectively implement and ensure quality of the 3 contents and 28 tasks mentioned above, the plan has specified specific responsibilities for the units directly under the Ministry. In particular, the General Department of Sea and Islands of Vietnam was assigned as the lead agency to coordinate with relevant agencies in monitoring, guiding, synthesizing, urging and coordinating the implementation of the plan. The department also organizes the inspection, supervision, evaluation, preliminary review, review and propose adjustments and supplements to the content of key programs; prepare reports to the National Steering Committee on the implementation of the Vietnam Marine Economic Development Strategy and the Prime Minister according to regulations.

Many Projects Will Be Implemented in The Period 2020-2030

In the period from now to 2030, there will be many projects implemented. In which the project with the largest funding source of up to VND 500 billion is about establishing and systematizing the seabed topographic map on a large scale 1: 10,000, the average rate 1: 50,000 and the small scale 1: 250,000, 1: 500,000 in the entire Vietnamese sea area serving the strategy of sustainable marine economic development to 2030, with a vision to 2045.

The next projects include: Integrating two components of a project on Investigation of integrated natural resources and environment in the southwestern sea area for marine economic development and national defense.

Project on Integrated investigation of natural conditions, natural resources and environmental status in Central Central coastal area to a depth of 1,000 m of water, scale of 1 / 500,000 and some key areas with scale of 1 / 100,000.

The project on Investigating and surveying geological structure, geodynamic characteristics of deep water areas in the East Sea to assess oil and gas prospects and orient deep-water exploration associated with the goal of asserting sovereignty nation.

Project on Establishment of map of zoning of environmental pollution risks of Vietnam sea and islands.

Project on Investigation of geological structural characteristics, geodynamics, natural resources and environment in Quang Ngai-Phu Yen waters to a depth of 300m of water, the rate of 1/100,000.

Project on Investigating, monitoring and synthesizing marine physics and marine environment, establishing characteristic sections for basic investigation of marine resources and environment for sustainable marine economic development in Vietnam.

Project on Strengthening the basic investigation, monitoring marine resources and environment through the installation of equipment for investigation, monitoring of natural resources and the marine environment into cruise ships in the coastal area of ​​Halong Bay.

Component 1 of a project on Coordination, overall management of the Project and organization of investigation and assessment of the current status of marine plastic waste in Vietnam; propose solutions for control and management.

Project on Building national database of resources and environment of sea and islands (phase 2).

Project on Investigation, general assessment, determination of resilience, environmental capacity and ecosystems of coastal areas for sustainable economic development, proactively responding to environmental incidents and natural disasters.

Project on Investigating, evaluating, reviewing, building and completing the system of legal documents, mechanisms and policies on basic investigation of resources and environment of sea and islands.

The above projects are presided over by the Vietnam Administration of Sea and Islands in coordination with its attached units and relevant ministries, branches and localities.

The next two projects are chaired by the Vietnam Institute of Geology and Minerals in coordination with its affiliates and related ministries, sectors and localities, including: the project on Fundamental investigation of the financial system position, geological wonder of Vietnamese sea and islands, serving sustainable development of marine economy, national security and defense.

Project on Investigating and simulating salinity intrusion in underground aquifers and its effects on water security, food security and ecology in the coastal plains of Vietnam in a variable context. climate change.

The General Department of Meteorology and Hydrology was also assigned to coordinate with the subordinate units and relevant ministries, branches and localities to implement the project on Research and assessment of potential of wave energy and marine wind energy. on the sea waters from Quang Tri to Ca Mau.

Finally, the project on Application of remote sensing technology combined with geophysical-marine methods to determine the displacement of the underground shoreline and the geological stratigraphy of the coastal zone serves to assess, forecast coastal erosion and propose some solutions to prevent erosion in the coastal strip of Vietnam.
