Binh Dinh: Complete Installation of Cruise Monitoring Equipment as A Basis for Monitoring and Sanctioning Fishing Vessels (30-11-2020)

Over the past time, Binh Dinh Province has made efforts and dramatically implemented measures against IUU fishing, promptly detected and strictly handled violations, several works have made improvements relative to previous ones, such as installed fishing vessel cruise monitoring equipment (VMS) hitting 100% for fishing vessels with a length of 15m or more. IUU fishing violations have been strengthened.

According to a report by Binh Dinh Province, with a view to avoiding and stopping the situation of the IUU fishing vessel, the Provincial People's Committee directed the resolute hanldling of owners ships, the captains whose fishing vessels are in violation. The heads of local governments at district and communal level shall be responsible to the chairman of the People's Committee of the Provincial Government if fishing vessels conduct illegal fishing violations in foreign waters.

The Provincial People's Committee has issued Directive No. 43-CT/TU dated on December 12, 2018 of the Standing Committee of Binh Dinh Provincial Party Committee (Session XI) on strengthening towards the fight against IUU fishing. The Provincial People's Committee issued 55 documents directing the implementation of urgent solutions to overcoming yellow cards of the European Commission, considering this as a key and important task in the province's fisheries development. The Department of Agriculture and Rural Development of Binh Dinh province has also issued more than 50 documents to direct and request relevant departments, branches and localities to coordinate the implementation. The Department also organize 30 visits to inspect the implementation situation at fishing ports, People's Committees of communes/coastal wards.

One of the radical and long-term solutions to end the IUU problem is to promote the installation of cruise monitoring equipment. This is the basis for monitoring and handling violations. For this reason, the Department of Agriculture and Rural Development in Binh Dinh Province has developed a policy to support funding for the procurement and installation of cruise monitoring equipment on fishing vessels for fishermen in Binh Dinh Province in order to support fishermen to install cruise monitoring equipment and effectively combat IUU fishing. Of which 50 per cent of installation costs are supported. Install cruise monitoring facilities on all fishing vessels with an overall length of 15 meters or more in the province where funding funds come from sponsors and regional budgets.

To date, 100% of vessels with a length of 15 meters or more operating in the province have been fitted with cruise monitoring equipment in compliance with regulations.

However, mandatory installation and control of equipment to ensure the utilization of equipment in the process need sanctions to effectively monitor. Therefore, in order to manage, exploit and use information about cruise monitoring system, Binh Dinh province has issued the process of receiving information, processing cruise monitoring data for fishing vessels in Binh Dinh province. In addition, the province of Binh Dinh has also released legislation concerning the enforcement of a range of supportive fishing policies. Consequently, cases of fishing vessels having 02 consecutive sea journeys working at sea without turning on equipment, inability to sustain service or disabling equipment to track the voyage of fishing vessels or fishing vessels are alert by means of a monitoring system 2 times in the 01 journal will not be supported under the current fisheries support policy in a year.

It is committed right after the ship returns to shore. And the list was sent to the Provincial Border Guard Command, the provincial police coordinated to verify and propose to handle each specific violation according to regulations.

In addition, warning fishing vessels will be placed on the list of high-risk IUU fishing vessels in order to direct the fishing port management boards, the IUU fishing sub-department, the stations and the border control station. 100% inspection done in the province when ships leave and return. At the same time, A list is sent to the Departments of Agriculture and Rural Development, the Command of the Border Guard of the Southern provinces to request coordination, direct inspection and strict control of these warnings.

Currently, the Fisheries Department has established 03 IUU Groups at 03 fishing ports De Gi, Quy Nhon and Tam Quan. Each group consists of 03 members to inspect fishing vessels that dock and leave ports. In addition, the Border Guard coordinated with local authorities, Fisheries Sub-Department organized 3,300 offshore fishing boat owners to sign commitments not to violate foreign waters.

In cases of violations, there will be withdrawn fishing licenses of all fishing vessels violating foreign waters arrested and publicized on the website of the Directorate of Fisheries about the list of illegal fishing vessels.

People's Committees of districts, towns and cities will organize a review of the responsibility of ship owners, captains of fishing vessels that violate. The personal responsibility of leaders of the People's Committees of communes, districts, towns and cities shall be reviewed where fishing vessels have committed violations and are arrested by foreign countries.

Currently, there are several fishing boats in Binh Dinh province that do not return to the locality. In these cases, the notice of deletion of the registration number of fishing vessels operating outside the province has not returned annually. From July 3, 2020 up to now, some fishing vessels have returned to the locality to report to the locality and the Fisheries Department has restored the registration number. At the same time propagating, reminding and requesting the ship owner and captain to sign a commitment in violation of illegal exploitation. Every year, the ship must be taken to the registered port and must be declared in accordance with regulations.
