Implementing A Range of Solutions to Secure and Develop Highly Productive Aquatic Resources in Khanh Hoa Province (19-11-2020)

Implementing the Decision No. 188/QD-TTg dated on February 13th, 2012 of the Prime Minister on approving the protection and development project of aquatic resources to 2020. In recent years, Khanh Hoa province has focused on implementing many solutions and plans to protect and develop aquatic resources, manage fishing activities, and develop the fisheries sector in a sustainable and effective manner.

Accordingly, Khanh Hoa province has issued a development plan for the fisheries sector up to 2025 and an orientation to 2035. The contents include the list of aquatic species banned from exploitation, fishing methods, types of fishing trades, fishing gears which are banned or restricted from use in sea areas, banned area. Furthermore, types and minimum sizes of aquatic species permitted to be exploited in Khanh Hoa province have been detailed. The protection and development of aquatic resources has been regularly coordinated and implemented by functional forces in Khanh Hoa province. Hence, it has brought about certain effects in recent years. In addition, the Department of Agriculture and Rural Development of Khanh Hoa province focus on the regeneration of aquatic resources, construction of protected areas and protecting the habitat of aquatic species in inland water areas in the province.

Every year, the Sub-Department of Fisheries has carried out an investigation of aquatic resources in the province. They also maintain a commercial fishery statistics system through capture log and through port catches data and collect commercial fisheries statistics in the province to provide a data serving surveys and research on biodiversity and fisheries.

In order to promptly detect violations in fishing activities, the Department of Agriculture and Rural Development, the Department of Fisheries of Khanh Hoa province have cooperated closely with the police force, border forces to carry out inspecting, patrolling, controlling and propagating for fishermen to grasp the provisions of the Fisheries Law and Law on inland waterway traffic. In particular, legal propaganda and education activities for fishing vessel owners, coordinated propaganda against illegal fishing (IUU) have been promoted by functional forces in recent years.

Furthermore, the Sub-Department regularly coordinates with the People's Committees of districts, towns and cities to conduct interdisciplinary patrols and inspections in Nha Phu lagoon - Ninh Hoa, Thuy Trieu lagoon - Cam Lam, Nha Trang Bay, Cam Ranh Bay, Van Phong Bay in order to propagate and repel violations of prohibited trades and restricted areas.

Every year, Khanh Hoa Provincial People's Committee allocates funds for scientific and technological activities to departments, branches, and localities; institutes, schools; science-technology organizations. Enterprises in the province register to propose science - technology tasks in which priority on practical topics. Aquaculture projects in recent years have also achieved a lot of success in application, contributing to Khanh Hoa becoming one of the largest aquatic seed production localities in the country. Currently, this industry provides millions of breeders to households and businesses in the provinces and cities for commercial farming each year. Many aquatic species have high economic value such as cobia, seabass, pompano, red snapper, grouper, crocodile, hybrid grouper, grouper, snail, sea cucumber, scallop, etc.  Moreover, the province also has many researches and development of commercial farming models (farming in HDPE, wooden cages, earthen pond), transferring to local people for application of aquaculture development.

Projects on exploitation and protection of resources such as application of marine radar machines to fishing vessels, application of horizontal detectors on ships for fin nets, scooping, screenings, fishing; application of PU Foam technology for product storage cellar on offshore fishing vessels. Artificial reefs for regenerating resources and habitat for aquatic species have improved the exploitation efficiency leading to high yields and improving the quality of product preservation after exploitation.

In the period of 2012-2019, the fishing situation in Khanh Hoa province took place relatively favorably. Although there were affected by many unusual weather factors (storms, depressions, declines in fisheries resources and difficulties in human resources, but with the determination of fishermen along with the application of science and technology in production, the fishing output in the period 2012-2019 in Khanh Hoa province also tends to increase gradually over the years from 80,160 tons in 2012 to 2019 to 97,415 tons, average growth is 2.84% / year.

To achieve the above results, besides of the patrol, control and handling of violations, law dissemination, application of science and technology in the production and development of aquatic seed production, Khanh Hoa province has focused on implementing solutions to manage, conserve and regenerate aquatic resources, and organize many activities to protect marine ecological environment.

Co-Management of Fisheries is Highly Effective

Up to now, Khanh Hoa province has also established 9 fishing unions and 70 cooperative groups in coastal localities. Fisheries unions and cooperatives have attracted more than 742 fishing vessels offshore fishing in the province. Khanh Hoa Fisheries Department has mobilized, established and maintained stably three (3) link chain models in the exploitation, purchasing, processing and consumption of tuna. Thereby, it helps to improve the quality and efficiency of the sea trips, and encourages fishermen to rest assured to stick to the sea.

With the funding of the CRSD project, 15 models of fisheries co-management have been established in 15 coastal communes and wards with nearly 2,000 fishermen with ships of less than 20 cv capacity agreeing to participate.

In 2019, the Fisheries Department will continue to guide and support co-management groups in the area to implement and achieve positive results. In particular, the effectiveness of the co-management has helped to recover the fisheries resources in Ninh Phuoc province, the forbidden profession reduces 70-80% of the life of the coastal fishermen community has been markedly improved. In addition, due to regular maintenance of marine patrols and inspections, fisheries resources in the lagoons and bays in the area have gradually recovered.

Economic Growth Associated with Biodiversity Conservation

Khanh Hoa is one of the provinces with highly developed tourism activities and economic activities associated with the sea. However, if there is no coordination of conservation management, it will cause a conflict of interest between economic development, tourism and fishing activities. In particular, there are the work of conservation of biodiversity and marine ecosystems.

Currently in Khanh Hoa province, Nha Trang bay marine protected area belongs to Nha Trang Bay Reserve Management Board and is approved by the Government to establish Nam Yet marine protected area in the Spratly Islands. Khanh Hoa Provincial People's Committee has also issued a regulation to manage Nha Trang Bay. In which the regulation of the Nha Trang Bay management associated with biodiversity conservation and scenic protection of Nha Trang Bay.

In addition, the province also maintains the operation of the protection zone of eruption ecosystem in Xuan Tu - Van Ninh district.

In 2015, the Provincial People's Committee approved the establishment of a Center for Rescue and Conservation of Wild Aquatic Species in Khanh Hoa by the new Vinperlland Company in order to rescue, conserve and develop wild aquatic species. Especially there are for endangered and rare species and building aquatic museums to propagate and educate people about the protection, reproduction and development of aquatic species.

The Department of Fisheries regularly coordinates with the center for rescue and conservation of wild aquatic species to rescue and release the dolphins, sea turtles that drifting into coastal waters in the province.

Every year, the Department of Agriculture and Rural Development organizes the regeneration of aquatic resources on the occasion of the traditional Vietnamese fishing day on April 1st and the Sea Festivai Festival (every 2 years)

With the funding of the CRSD project, the provincial CRSD project management has implemented coral regeneration which is a activity in the series of support activities for the Ran Trao Nature Reserve in the co-management plan to be implemented in the province. The purpose is to restore coral reefs in the coastal waters of Van Hung commune, Van Ninh. At the same time, awareness for people in protecting marine ecosystems, protecting corals and maintaining and regenerating aquatic resources are raised. The coral transplant model implanted 50 clusters with 150 coral substrates, the survival rate was over 80%.

Recently, Khanh Hoa province has also implemented many projects to plant and restore mangrove forests in Van Tho commune, Van Ninh district, Dam Bay area in Nha Trang bay, along Thuy Trieu lagoon, Cam Lam district, especially the edge of Nha Phu lagoon in Ninh Ich and Ninh Loc communes, Ninh Hoa town.

Every year, on the occasion of World Biodiversity Day, World Environment Day and in response to the Vietnam Sea and Islands Week, Nha Trang Bay Management Board organizes many specific environmental protection activities, such as travel service companies operating in Nha Trang Bay capture prickly starfish to control the growth of starfish during the breeding season.

With the criterion of having 01 day of environmental cleaning each month, the Management Board has mobilized the diving clubs in order to organize scuba diving on the seabed of Hon Mun. Collected waste is mainly plastic bottles, plastic bags, fishing nets covered in coral reefs. Fish stocking is carried out in Hon Mun in order to regenerate aquatic resources to increase the number of species in Nha Trang Bay MPA.
