The project aims to expand Bac Lieu province to become the country’s shrimp industrial center, meet the requirements of promoting economic development of agriculture and fisheries towards a green, clean and sustainable direction, both attracting and spreading Bac Lieu's comparative advantages to the region and the country. Production development must be associated with the consumer market. Taking export is as a driving force and paying attention to the domestic market and tourists as well. Promoting the cooperation and association with localities, especially provinces in the Mekong River Delta and Ho Chi Minh City in both production and consumption of products, contributing to the reduction of fragmented and inefficient investment.

Focusing on developing the province's two main brackish water shrimp species, whiteleg shrimp and tiger shrimp in improving quality and sustainability, towards creating a clean shrimp brand in Bac Lieu; step by step build a brand for Bac Lieu shrimp breeds.

The goal is to make Bac Lieu province become a focal point of the shrimp industry, leading the research and application of high-tech science for two main brackish water shrimp species (white shrimp and tiger shrimp), which focus on developing the fields of breeds production, commercial farming and processing. Bac Lieu becomes the focal point connecting provinces in shrimp production clusters of the whole region. A province that attracts investors, resources and inspire sustainable development to promote the shrimp industry and related industries in neighboring provinces and the country.

The project has outlined three main objectives of breeds production, commercial shrimp farming and shrimp processing:

Regarding breeds production, the target is to establish a high-tech breeds production area in Bac Lieu province by 2020 and produce about 32-35 billion breeds. By 2025, the whole province of Bac Lieu will produce 40-45 billion breeds, meeting the province's demand for shrimp breeds and selling to neighboring provinces. The quantity of breeds produced to ensure quality will reach 60% (by 2020) and 90% (by 2025). A research and technology transfer center for high-tech shrimp breeds production is built in the Bac Lieu high-tech agricultural zone for shrimp development in Hiep Thanh commune, Bac Lieu city.

To apply information technology, innovative worldwide management methods to management; to apply information technology and remote sensing for environmental management, epidemics and supply chain stages in the production areas of breeds.

With regard to the objective of commercial shrimp farming, building and establishing the Bac Lieu high-tech application agricultural zone for shrimp development with the core of science and technology organizations and enterprises investing in high - tech development in the industry shrimp. Identifying shrimp farming models using high - tech (tiger shrimp and whiteleg shrimp farming) is the main development direction of the province. The development of high-tech farming in farm households is encouraged.

Therefore, the target-setting by 2025, the total shrimp farming area in the province will reach 147.9 thousand hectares, of which farming under the model of applying high technology, intensive farming and semi-intensive farming is 35.9 thousand hectares. (4 thousand hectares of high - tech application, intensive farming, and semi-intensive 31.9 thousand hectares); model of shrimp - rice 42 thousand hectares, model of improved extensive shrimp farming combined 70 thousand hectares. Production of farmed shrimp is 249 thousand tons, of which farming is based on application models, high technology, intensive farming, semi-intensive farming, 199.2 thousand tons (84.5 thousand tons of high technology application, intensive farming, semi-intensive farming. 114.7 thousand tons).

More than 30% of farm households, companies, and enterprises use high technology in shrimp production such as Israel CNC greenhouse technology, Biofloc technology, Copefloc, two-stage shrimp farming process, circulation water system, etc. 09 aquaculture areas were established with high-tech applications or more on an area of 3.89 thousand hectares. Over 30% of businesses, companies, farm households satisfy VietGAP, GlobalGAP, ASC, etc. standards in aquaculture.

In terms of processing development, 100% of high-tech processed shrimp products will be certified food hygiene and safety, international standards and for each export market by 2020. The target output of processed shrimp will reach 98.3 thousand tons by 2020 and 120 thousand tons by 2025. The proportion of high-tech shrimp products will reach 20% by 2020 and 30% by 2025.

The target is to promote the total output of exported shrimp to 73 thousand tons by 2020 and reaching 90 thousand tons and accounting for over 90% of the total output of processed seafood of the province by 2025.

Developing the processing capacity, raising the overall design capacity to 160,000 tons/year by 2025 leads to Bac Lieu become a leading example in shrimp processing technology of the country in 2025.

In order to achieve the objectives, Bac Lieu province has launched 13 groups of synchronous solutions from mechanisms and policies, state management and administrative reform, investment promotion, consumer markets, organization of production, infrastructure, science and technology, disease prevention and sustainability with emphasis on environmental protection and climate change response, regional cooperation, branding and human resource training.

On mechanisms and policies, Bac Lieu province proposes specific mechanisms to the central government (on credit, loans for shrimp farming, especially high-tech shrimp farming at the farm level) creates a breakthrough to promote Bac Lieu become a national shrimp industry center. Supportive policies for the development of high - tech application agricultural centers, hatcheries, shrimp industry clusters associated with supporting industry clusters to attract investors to develop key sectors of the shrimp industry in Bac Lieu are researched and issued. Building a distribution system capable of connecting the value chain with agricultural market, which is the application of the achievements of the industrial revolution 4.0 and intelligent agricultural production in reality.

All economic sectors were encouraged to invest in the development of shrimp production, trading and processing according to Vietnamese law, focusing on attracting FDI. The model of a joint stock company, listing on the stock market also were encouraged, creating favorable conditions to mobilize capital, absorb management skills, and create a breakthrough in corporate governance. A number of core shrimp processing corporations were stablished for improving competitiveness, playing a leading role in the market and being the center of linkages in value chain of shrimp products of the province, region and the whole country. Quality management and food safety are strengthened and quality management of raw materials.

Regarding the export market, the objective is to maintain and expand exports in traditional markets (Japan, US, EU, China, Korea, etc), potential markets (Eastern Europe, Africa, South America, etc). Besides, expanding new models of cooperation, a closed chain from production to domestic consumption according to orders between producers and other economic sectors are closely connected

In addition, there should focus on the environmental protection, response to climate change, sea level rise and regional cooperation in the shrimp industry value chain in some sustainable methods will be focused on development.

The People's Committee of Bac Lieu province assigns the Department of Industry and Trade and related departments to build the trademark "Bac Lieu shrimp breeds" and "Bac Lieu high-tech commercial shrimp" products with clear signs of identification, quantity, quality assurance and stability, consumer acceptance, ensuring traceability and absolute hygiene and food safety. A reputable shrimp processing and trading business system are built in order to ensure the correct execution of social responsibility and healthy competition and this business system must participate in the global shrimp supply chain.

The capital source for the implementation of the project is estimated to be over VND 3,000 billion, funded from the central and local budgets, with the remainder being by corporations and other legal sources.

This amount of money is used to implement at least 5 programs and 20 projects from 2020 to 2025 in localities in Bac Lieu province.
