Strengthening leadership and directing the fight against illegal fishing in Khanh Hoa province (19-11-2020)

On August 19, 2020, the People's Committee of Khanh Hoa province sent Official Letter No. 8534/UBND-KT to Departments, Committees, Branches, People's Committees of coastal districts, towns and cities in order to implement document No. 81-CV/TW of the Standing Secretariat on strengthening leadership, directing the fight against illegal, unreported and unregulated (IUU) exploitation.

Previously, on August 12, 2020, the People's Committee of Khanh Hoa province received Official Letter No. 1063/TTg-NN of the Prime Minister on the implementation of Document No. 81-CV/TW of the Standing Secretariat on strengthening leadership and directing the work against IUU fishing.

Subsequently, the People's Committee of Khanh Hoa province sent Official Letter No. 8534 / UBND-KT dated August 19, 2020 to Departments, committees, branches, People's Committees of districts, towns and coastal cities to directing the implementation of Official Letter No. 1063/TTg-NN dated 12/8/2020 of the Prime Minister on strengthening leadership, directing the fight against illegal fishing, not reporting and not following regulations. (IUU). Accordingly, the People's Committee of Khanh Hoa province requires departments, branches and People's Committees of coastal districts, towns and cities to proactively implement and disseminate the content of Official Dispatch No.1063/TTg-NN for relevant organizations and individuals to know and implement. The Department of Agriculture and Rural Development was assigned to assume the prime responsibility and coordinate with concerned departments, branches and localities in guiding the implementation and inspection of the implementation Prime Minister's directing opinions at Official Letter No. 1063/TTg-NN; proposing advice on contents under the responsibility and authority of the provincial People's Committee.

According to Official Letter No. 1063/TTg-NN, the main objectives of strengthening leadership, directing the effective implementation of prevention and control of IUU fishing are: (1) to bridge the Party committees, party organizations and relevant authorities at all levels from the central to local levels to ensure unified awareness and action, promote the synergy of the entire political system to prevent and eliminate illegal, unreported and unregulated fishing; (2) to consider a priority, urgent task, focus on leadership, directing and organizing the implementation of solutions in order to remove the "Yellow Card" of the European Commission (EC) for Vietnamese seafood products which export to the European market, determined not to be warned "Red Card"; (3) to follow the direction of the Standing Secretariat, early remove the "Yellow Card", develop the sustainable, responsible and international integration of seafood industry.

In particular, the Prime Minister requested the heads of relevant Ministries and agencies and the People's Committees of provinces and cities directly under the Central Coast to promote responsibility, direction and responsibility before the Prime Minister on the prevention and control of IUU fishing; Develop action plans to implement the assigned tasks under the direction of the Standing Secretariat in Document No. 81-CV/TW, focus on assigning tasks and solutions to the roadmap, specific implementation plans for each year, each stage; regularly inspect and supervise implementation results, strengthen coordination among related agencies and units to organize the effective implementation of assigned tasks.

The Prime Minister requested People's Committees of central coastal provinces and cities to concentrate on organizing the implementation of the Fisheries Law 2017 and guidance the implementation of the Law in practice in the locality and urgently implement the management regulations related to combating IUU fishing such as: (1) Complete the installation of fishing vessel monitoring equipment (VMS), fishing vessel monitoring system and marking of fishing vessels according to the provisions of the Decree. Decree No. 26/2019/ND-CP dated March 8, 2019. (2) Review and identify ship owners and fishing vessels that are highly likely to violate IUU fishing to take measures to propagate, mobilize, manage, prevent early, detect and promptly handle violations.

In addition, People’s Committees have to coordinate closely with the Ministry of Defense to manage the operation of local fishing vessels, prevent and terminate local fishing vessels from violating fishing in foreign waters. Focusing on thoroughly handling acts of intentional violation of fishing in foreign waters and violations of IUU fishing in any form, ensuring the strictness of the law according to the provisions of Decree No. 42/2019/ND-CP dated May 16, 2019 of the Government on sanctioning of administrative violations in the fisheries sector. At the same time, ensuring funding, resources and equipment for the Fisheries Inspection and Control Office at the fishing port, the Fishing Port Management Board, and Sub-Department of Fisheries to perform the task of controlling fishing vessels to the port, entering the port, loading and unloading aquatic products at the port, performing the certification and certification of seafood products for seafood traceability; Focusing on overcoming shortcomings and shortcomings in combating IUU fishing, implementing EC recommendations.
