An Agreement on facilitation of the border clearance of agricultural, forestry and fishery products between Viet Nam and New Zealand through the use of electronic certification (07-09-2020)

In July 21, a signing ceremony of an agreement between the Ministry of Agriculture and the Ministry of Finance of Viet Nam and the Ministry of Primary Industries of New Zealand was held at the headquarters of the Ministry of Agriculture and Rural Development (MARD). This agreement has aimed at facilitating the border clearance of agricultural, forestry, and fishery products through the use of electronic certification (SPS-Ecert).

Mr. Le Quoc Doanh, Deputy Minister of Agriculture and Rural Development, Ms. Vu Thi Mai, Deputy Minister of Finance and Ms. Weendy Matthews, New Zealand Ambassador to Vietnam co-signed the agreement. The signing of the agreement was witnessed by Mr. Nguyen Duong Thai, Deputy Director General of Department of Customs and representatives of related units . Earlier, Mr. Le Quoc Doanh and New Zealand Ambassador Wendy Matthews had a private meeting.

At the meeting, Deputy Minister Le Quoc Doanh congratulated the 45-year anniversary of diplomatic relations between Viet Nam and New Zealand (1975 - 2020). An important milestone of the relations was marked by the Join Statement on the Strategic Partnership between Viet Nam and New Zealand, which was approved by the Right Honourable Jacinda Ardern, Prime Minister of New Zealand and His Excellency Nguyen Xuan Phuc, Prime Minister of Viet Nam at a virtual summit via video-conference between two countries held in July 22, 2020.

Mr. Le Quoc Doanh highly appreciated the achievements in the field of agriculture and rural development that New Zealand has achieved.  He expressed a desire to strengthen the cooperation with New Zealand in this field. The cooperation in the field of electronic certification (SPS-Ecert) with New Zealand is an important step to help Vietnam integrate more deeply into the global trading system as well as open up other possibilities to access new potential markets for Vietnam.

Deputy Minister Le Quoc Doanh believes that, MARD, the Ministry of Finance whose representative is the General Department of Customs of Viet Nam through the national single-window mechanism together with the Ministry of Primary Industries of New Zealand will make every efforts todeploy procedures to facilitate the border clearance of agricultural products of both countries.

Speaking at the ceremony, Ms. Vu Thi Mai, Deputy Minister of Finance hoped that through the success of this agreement, two countries will continue to expand the exchange of administrative documents, other e-commerce records and to proceed to mutual recognition of these documents. This aims to simplify administrative procedures in bilateral trade, to further facilitate the exchange of goods between Vietnam and New Zealand. She pledged that the Ministry of Finance will continue to work closely and effectively with the Ministry of Agriculture and Rural Development and the Ministry of Primary Industries in New Zealand to soon deploy the agreement signed today.

The Deputy Minister of Finance also hopes to soon expand this initiative to exchange electronic documents related to cross-border trade with other relevant agencies of New Zealand. This will support businesses of two countries in cross-border goods exchange, contributing to economic growth, strengthening of the traditional relationship as well as the comprehensive partnership of two countries.

Cooperation between Viet Nam and New Zealand is becoming particularly important at this point, when logistics and supply chains have faced many difficulties and serious disruptions. Through a virtual meeting, the Minister of Primary Industries of New Zealand hoped that by moving towards the exchange of electronic certificates and the gradual elimination of exchange of hard certificates, the commercial cooperation relations between Viet Nam and New Zealand will become the one of the most advanced relations in term of technology in the world. This will also provide supply chain with resistance and make trade facilitation for businesses of both countries. He also affirmed that with the effective efforts performed by the officials of related agencies from New Zealand and Viet Nam so far, the cooperation between two countries will soon be successful.
