Workshop on building the development strategy for the Viet Nam’s fisheries sector to 2030, with a vision to 2045 (26-08-2020)

On July 25, 2020, the Directorate of Fisheries held the Workshop on Building the development strategies for the the fisheries sector to 2030, with a vision to 2045 in Ha Noi. The seminar had participation of a number of experts in the fisheries sector, representatives from fisheries research units, and others. Mr. Phung Duc Tien, Deputy Minister of Agriculture and Rural Development attended and chaired the Workshop.

One of the main objectives of the workshop is to collect opinions and evaluate results of institutional development, making policies to implement the development strategy of Vietnam's fisheries sector to 2020, which will be one of the important basic for building the development strategy of the fisheries sector to 2030, with a vision to 2045.

According to the report at the workshop, the Vietnam’s Fisheries Development Strategy up to 2020 was approved by the Prime Minister in the Decision No.1690 / QĐ-TTg dated September 16, 2010. Over the past 10 years of implementation, the Government has issued a series of legal documents to create institutions and legal basic for development of the fisheries sector. The sector has been the one of the key sectors of the national economy, continued to integrate deeply with the international economy, exported more and more high-quality products, made great contribution to the growth of the national economy in order to ensure food security, social security, and to defend the national sovereignty in the sea areas. However, among the positives achievement obtained, the implementation of institutions and policies has revealed limitations and shortcomings. On the other hand, the global economy and world’s political situation have been experiencing many changes, which strongly affects all economic sectors of Viet Nam.

According to reports presented at the workshop, after 10 years of implementing the Viet Nam Fisheries Development Strategy to 2020, Vietnam's fisheries export value ranked 3rd in the world, after China and Norway (accounting for 5,5% global). The fisheries sector has contributed about 3.4% to the national GDP and 25% to the GDP of the entire agricultural sector. In 2019, exports reached USD 8.6 billion, contributing 1.7% to the total export turnover of the country and 20.8% to the total export turnover of the whole agricultural sector, creating jobs for about 3.9 million persons. The Law of Fisheries were promulgated by the National Assembly of Viet Nam in 2017 and its legal guiding documents compatible with regional and international regulations of fisheries management. These will be an important basis for re-organizing fisheries production towards effective and sustainable development in the coming time.

Basically, besides the major targets achieved, there have been some targets those have been not yet completed and during of implementing the Strategy, shortcomings and limitations have been revealed. The fishery production structure has not achieved the given target. The annual growth rate of production value only reached 4.4%, compared with the target of 8 - 10% per year. The contribution of the GDP from fisheries to the agricultural sector only reached 25%, lower than that of 30 - 35%. An average income of workers was only 2.5 times higher than the given target, which should be 3 times higher comparing to in the year 2010. Job creation for labors working in the sector only reaches 78% compared to the given target. The growth of the fisheries sector associated closely with environmental protection has remained limited. Fisheries resources have been over-exploited and the fishing structure has been not suitable. The construction of the large centres of fisheries has been slowly implemented.

At the workshop, many experts in fisheries have given their opinions to build a draft of the Strategy. The overall goal of the Fisheries Development Strategy to 2030, with a vision to 2045, is aimed to make the fisheries industry become a modern and advanced industry, to be responsible for exploiting of renewable resources, in harmony with the environment and natural ecosystems, at the same time to deeply integrate with the international economy, to strengthen highly competitive and sustainably develop. Also, the physical and spiritual life of the fishermen communities and people working in fisheries must constantly be improved, the social security of civilized fishing villages will be guaranteed.
