Quang Binh province: Promoting propaganda of 2017 Fisheries Law (13-08-2019)

On August 2, the Provincial People's Committee of Quang Binh province held a working session with departments, branches and localities on the problems of implementing 2017 Fisheries Law and some guiding documents.

 Attending the meeting were representatives of departments including Department of Finance, Department of Natural Resources - Environment, Department of Agriculture and Rural Development, Department of Interior; Provincial Border Guard Command, Office of Provincial People's Committee and People's Committees of districts, towns and cities. Mr. Le Minh Ngan, Member of the Provincial Committee, Vice Chairman of the Provincial People's Committee chaired the meeting.

The 2017 Fisheries Law adpoted by the National Assembly on November 21, 2017 and took effect from January 1, 2019. In the process of implementing the 2017 Fisheries Law, the Provincial People's Committee and the Department of Agriculture and Rural Development have issued many documents to direct and guide relevant departments, branches and localities to implement the prescribed contents; organize 11 conferences to disseminate the Fisheries Law and its implementation guidelines; review and statistics on the number of fishing vessels and fishing ports; guide fishermen in implementing regulations on prohibited fishing, fishing gear banned from fishing; checking and controlling fishing vessels, etc. 

In order to solve problems in the implementation of the Fisheries Law, at the meeting, delegates agreed to issue documents related to co-management, decentralization of management of activities and aquaculture areas; deploying the protection and development of fisheries resources in the form of co-management; aquatic resources assessment in the coastal and inshore areas of the province as a basis for determining coastal and inshore areas quotas; continue to inspect fishing vessels arriving and leaving ports, supervising the loading and unloading of aquatic products through ports; review and notify fishing vessel owners with a capacity of 90CV or more to meet the conditions for offshore activities. 

Speaking at the conclusion of the meeting, Mr. Le Minh Ngan noted that departments, branches and localities should promote propaganda of Fisheries Law and guiding documents; improve the capacity and operational efficiency of state management agencies in the field of fisheries; consolidating the organizational apparatus of the fishery control force; review and remove documents related to the implementation of the invalid 2013 Fisheries Law; elaborate and promulgate district-level administrative procedures related to fisheries; prepare conditions to implement co-management of fishing operations.

 Regarding some difficulties and obstacles in the implementation of the Fisheries Law, Vice Chairman of the Provincial People's Committee instructs relevant departments, branches and localities to continue studying and proposing in writing specifically for ministries, related industry.
