The South Central Coast is the area having a large number of vessels with high capacity operating in offshore areas, Truong Sa and Hoang Sa fishing grounds. This is also the area where many vessels violating fishing area were arrested.
Over the past years, the propaganda of law dissemination and education in the Southern Central provinces has been enthusiastically implemented, mobilizing the entire political system, especially the role of associations, unions, cooperating in the implementation of the propaganda, in a variety of forms which are diverse and close to the reality of each locality. Together with organizing training programs, dissemination of the Party’s guidelines, policies and law of the State, legal knowledge for fishermen, the provinces have built many models for propaganda such as: club of law dissemication, club of legal aid, club of youth, women with law... At the same time, they launched the movement “all citizens participate in protecting territorial sovereignty and national border security in the new situation”, organized tens of thousands of ship owners to commit not to violate fishing area of other countries.
After nearly two years implementing the project (from 2017 to present), the security in communes, border wards, islands has become more and more stable. Awareness and consciousness of fishermen in complying with the law and regulation on exploitation of aquatic products have been raised, the situation of law violation has gradually reduced, crime is prevented, the situation of fishermen violating other countries’ sea area for fishing has significantly decreased. Most of the fishermen are aware of their responsibilities, doing business and actively participating with the Border Guard in protecting sovereignty, security at sea.
Speech at the conference clarifies the reason of lasting violation of fishing vessels is that the sanctions are not strong enough to threaten fishermen. In some localities, the propaganda of law dissemination and education has not yet mobilized the smooth and synchronous implementation of all levels and branches.
Speaking at the conference, lieutenant general Le Chiem affirmed that after the implementation time, the propaganda projectof law dissemination and education has shown the practical effect and has limited the deliberate violation of law, exploitation by destruction tools and the situation of fishermen exploiting aquatic products in the sea areas of other countries. However, in some places, propaganda of law dissemination and education does not aim at the right subjects, does not convince and does not have high efficiency.
Lieutenant general Le Chiem suggested that in the coming time, provinces should promote propaganda to make fishermen become aware, conscious and have full understanding of the consequences resulting from violation, then voluntarily comply with the law, stop violating the sea areas of other countries and at the same time resolutely handle cases of violation, creating the best conditions for fishermen to do business in sea area of the country.
Major general Phung Quoc Tuan, Deputy Political Commissar of the Border Guard concluded that in the coming time, all branches and levels should cooperate more closely in the propaganda of law dissemination and education. At the same time, it is necessary to renovate the contents and methods of propaganda, to help the fishermen easy to receive information, listen and understand. In order to avoid the violation of fishing vessels of fishermen, regulations should be made to force fishermen and offshore fishing vessels to install cruise control equipment and open the machine continuously 24/24 hours for the machine to regularly monitor and warn.
