The Provincial People's Committee requires the agriculture sector to have more effective and efficient practical methods to support fishermen, and reorganize in order to increase the production to improve fishing efficiency.

However, there is a paramount need for all Fishermen to reorganize so, that they can increase their production to obtain high economic value from fisheries.

Difficulties in production

Many vessel owners in the province are complaining about a shortage of labor. Mr. Nguyen Van A (Hoi Son village, Duy Nghia, Duy Xuyen), owner of the vessel, namely QNa-93188 with a total carrying of capacity of 829CV, had stated that he promised to pay employees at 10 million VND/trip over sea in advance but they (employees) did not want to accompany with him to exploit seafood. They believed that the vessel did not work effectively so they decided to look for other ship owners. According to DARD of Duy Xuyen District, due to the unsuitable job choice and ineffective production, many ship-owners are facing numerous difficulties.

Moreover, Fisheries in Hoi An also lacked workers. A lot of ships have been covered even though the right season. Mr. Le Cong Sy, Chairman of Cua Dai People's Committee has stated that many fishermen have vacated the job related to the sea in order to find other jobs in tourism, services, as well as trade. 

Quang Nam has 4,399 exploit seafood means, but only 532 fishing vessels working at the offshore area. According to the DARA, even though making a lot of efforts in recent years, Quang Nam has gradually reduced the rate of small-capacity fishing vessels and encouraged fishermen to increase the number of large-capacity offshore fishing boats. However, the number of fishing vessels with limited capacity, which exploit near-shore and used old-fashioned equipment and technology, is still high. This could exceed the permitted level of the exploitation of coastal resources. As a result, exhaustion of marine resources is unavoidable. At the same time, the fishing offshore often give high volume but a high cost of shipping and unstable product prices as well so the economic efficiency doesn't meet expectation. Therefore, it is necessary for the government to have more specific strategies, activities, and solutions in near future to ensure the sustainable development of fisheries.

Reorganization of production

Mr. Le Tri Thanh, the Vice Chairman of the provincial People's Committee has clearly noted that DARD to coordinate with localities to gradually reduce the number of fishing vessels to 4,000 by 2020. In particular, fishing boats and fishery logistics services are encouraged to increase significantly, expected to reach 900 units. Accordingly, the shift of coastal fishing structure that allows fishermen to participate in production with selective jobs, neither persecute the environment nor destroy the marine resources. These fishermen will be supported to shift their jobs or upgraded fishing vessels with high capacity for offshore fishing. The fisheries sector decentralizes to districts, towns, and cities managing the fishing gear with a capacity of less than 20CV for more convenience and does not increase fishing facilities with a capacity of less than 90CV. “The provincial People's Committee has assigned the DARD to focus resources on implementing the guideline, directing the production, helping the fishermen exploit seafood effectively and safely. The survey, information about the situation of exploitation, development of fishing grounds and the weather changes on the sea must be implemented more flexible, thereby helping fishermen improve their fishing ability in the future”, said by Mr. Tri Thanh.

Mr. Ngo Tan, Deputy Director of DARD said that fishermen will be helped to diversify offshore fishing activities such as squid fishing, squid catching, and purse seine. Fishermen will be trained, guided and encouraged to implement the fishing fleet model together with logistic services, product consumption and preliminary processing on board to increase time on the sea, reduce expenditure the cost of transporting products, improving the quality of post-harvest products. The agriculture sector has assigned responsibility for the Fisheries Sub-department to either supervise 90% of fishing vessels operating in the sea areas or control 100% of sea-going ships operating in the offshore area. Regarding fishing vessels with a length of 15 meters or more, fishermen must install long-range HF intercom with GPS satellite equipment to regularly connect two-way communications between shore stations and fishing vessels on the sea. For fishing vessels with a length of 24m or more, it is obligatory to install Movimar equipment to connect and transfer the information 24/24 hours, thus providing data to MARD at the request of the Prime Minister. The operation of the fishery is in line with the EC's recommendations for the "yellow card" of fisheries.
