More than 1.7 million USD is mobilized in the form of public-private partnerships for sustainable fisheries development (30-08-2018)

On 22/8/2018, in the framework of the Vietnam Fisheries International Exhibition - VIETFISH 2018, Directorate of Fisheries (D-Fish), Association of Seafood Exporters and Producers of Vietnam (VASEP), Vietnam Fisheries Society (VINAFIS) and the Dutch Sustainable Trade Initiative (IDH) have signed the launching of the project “Support to Sustainable Development of Aquaculture in the Mekong Delta through strengthening Public Private Partnership”.

One of the biggest challenges to the development of the fisheries sector is environmental management, disease management, and the ability to meet market requirements for traceability. To address the challenges, the Fisheries Sectoral Partnership Group including D-Fish, VASEP and IDH co-chaired jointly with VINAFIS members, Vietnam Institute for Fisheries Economics and Planning VIFEP, German Agency for International Cooperation GIZ, World Wild Fund for Nature WWF) agreed to develop and implement the project “Support to the sustainable development of aquaculture in the Mekong Delta through strengthening Public Private Partnership”. The project has total investment capital of about $ 1,750,000. Of which, the contribution of the state sector is $ 300,000, the private sector is $ 810,000, IDH's $ 510,000, and international organizations and non-governmental organizations $ 110,000.

 The objective of the project is to manage the two major commodity lines of pangasius and brackish shrimp in a more sustainable way. In particular, the collaborative projects contribute to publicity, transparency of production processes, value and quality of products; improve disease management efficiency on the basis of improving the disease monitoring system, improving the productivity of shrimp and pangasius farming through the development of shrimp and pangasius farming processes in the supply chain; and support the shrimp and pangasius processing enterprises to build, improve the traceability system to meet the market requirements.

In addition, the project also contributes to improving survival rates, reducing chemicals and antibiotics in shrimp and pangasius farming. At the same time, the project will support shrimp and pangasius enterprises to build and improve the traceability system to meet market requirements.

For the agriculture sector of Vietnam in general and the fisheries sector in particular, the implementation of sectoral development strategies until 2020 and subsequent years will require the mobilization and efficient use of large amounts of investment capital from the state and the whole society. Given the tightened budget for development investment and the official development assistance (ODA) resources for the agriculture sector in general and for the fisheries sector in particular, which has not met the demand for investment, private investment promotion through public-private partnership (PPP) is one of the most effective ways to attract private sector investment and contribute to the development of the fisheries sector in a sustainable way.

 Private-public investment has been promoted as a mechanism that can help modernize the agricultural sector based on the mobilization of investment flows and the knowledge and skills of governance from the private sector for helping the public sector to innovate towards sustainable development and improve efficiency. Businesses are the most dynamic actor in the value chain of agricultural commodities and only these subjects have full conditions to address the three biggest bottlenecks of Vietnamese agriculture today. It is the source of capital for production investment, connecting the consuming market and the application of science and technology to increase added value and competitiveness of aquatic products. Therefore, this is a good example of a Public Private Partnership that mobilizes and coordinates with a number of public and private resources to address the challenge of sustainable development of the Vietnamese fisheries sector.
