In addition to short range radios, the vessel of 225CV capacity of N.Đ.N fishermen, Tinh Ky commune (Quang Ngai city) has not equipped Icom machine or long-range HF equipped with GPS device. Therefore, in the process of fishing, Mr. N could neither contact the shore station, nor received news reports broadcasted on the radio.

Meanwhile, fishermen DD.D.T, Tinh Ky commune has a vessel of 220CV capacity, but also no Icom machine or HF machine with GPS satellite positioning device. “The investment in communication equipment is so high, so I can only buy short-range radios to communicate with vessel owners in the same fishing grounds”, T explained.

The cost of installing a long-distance HF device with a GPS satellite positioning device is quite high. Therefore, only fishermen confirmed by the provincial People's Committee have fishing vessels operating in Hoang Sa, Truong Sa fishing grounds to receive 100% support from the State.

The province has only 1,482 vessels supported to install equipment. The rest, despite the hull length of 15m or more, offshore fishing, but not equipped with satellite positioning equipment, has so many difficulties in coping with storms.

Fisheries Law 2017 taking effect from 1/1/2019 states all fishing vessels with a length of 15m or more are required to equip satellite positioning equipment. A long-range HF machine with a GPS satellite positioning device is one of the communication devices that fishermen need to install. This system of communication has helped fishermen connect information, support each other in the sea in bad situation; It also facilitates the functional sectors in the process of managing and monitoring the operation of fishing vessels at sea. From that, it will promptly detect and instruct fishermen to abide by the regulations in the fishing, as well as to effectively carry out the rescue work.

Currently, fishermen expect the State soon to have a mechanism to support part of the cost of installing satellite positioning equipment for their peace of mind when fishing. However, for assistance with the cost of long-range HF equipment fitted with GPS satellite positioning devices, the provincial fisheries department requests all vessel owners to register and complete the dossier for certification by the provincial People’s Committee for operating in distant waters. The problem is that, after installation of equipment, fishermen must follow the use process. There are cases that fishermen have been equipped with communication equipment by the State, but they are not used regularly, as they are afraid of revealing the fishing grounds as well as to “avoid” the supervision of management agencies.
