With 6 fishing gates and 3,800 fishing vessels, Nghe An province is considered to have great potential for marine economic development. During the implementation of the Prime Minister's Directive No. 45/CT-TTg on a number of urgent tasks and solutions to overcome the European Commission's (EU) warning against illegal, unreported and unregulated fishing (IUU), People's Committee of Nghe An province has plans to direct the authorities to implement.

Being aware of the fact that the task of early exit of the EU “yellow card” is a vital task for the fisheries sector, over time the functional sectors, especially the specialized units have come to the end. In order to effectively implement the plan No. 68/KH-UBND of the provincial People's Committee, the Department of Agriculture and Rural Development, the Fisheries Sub-Department and the Border Guards have taken the initiative in drafting coordination regulations among the parties.

In order to enhance the effectiveness of management and monitoring of fishing vessels, Nghe An province directs departments to implement well policies to support and encourage the development of fisheries, to carry out upgrading shoreline station system serving for the operation of disaster prevention and rescue and control and management of means operating in the sea areas. The shore Station of the Fisheries Sub-department is now well qualified to connect with the shore Station of the Directorate of Fisheries.

The province has supported a total of 249 information machines installed on fishing vessels, the number of VX1700 machines supported under Prime Minister's Decision No.48/2010/QD-TTg from 2014 to 4/2018 is 104 machines .

Transformation is undeniable, but besides the positive side is a series of issues worth paying attention. In particular, the awareness of the majority of fishermen is not good, most of the vessel owners do not fully record and do not submit regularly fishing logbooks. Some have not complied with the State regulations on fishing, deliberately opposed, causing difficulties for the inspection force. Fishermen still keep the habit of supplying fisheries to traders with vessels at sea or fishing in any fishing grounds, then selling fisheries at once, which makes the inspection and control of vessels hard…

The status of violations of regulations on fishing has not been thoroughly dealt with. In the first 7 months of 2018, the Fisheries Sub-Department coordinated with the Border Patrol Offices, the local authorities organized the marine patrol and surveillance in a total of 22 times, detected and recorded administrative violations of 155 vessels, confiscated 9 detonators, 21 electric generators, 70m of wires, 0.8m of slow-burning wires, the total amount of fines was 488,200,000 VND.

In addition, 103 other means were also warned for failing to comply with details of logging logs, poor quality lifebuoys, markings and unclear control signs.
