From May 15-22, the European Commission (EC) has sent delegations to Vietnam to examine the changes in management and fishing practices of Vietnamese fishermen.

The delegation has concluded that the EC cannot withdraw the yellow card for Vietnamese seafood, due to the fact that a lot of work must be adjusted.

During field trip in Binh Dinh and Kien Giang provinces, the mission delegation acknowledged the efforts of the Ministries such as Ministry of Agriculture and Rural Development, especially the Prime Minister who have made a lot of directives to overcome the EC warnings.

However, the delegation said that the situation of illegal fishing which is not declared in the local area has not improved significantly; The local authorities have not directed the specialized agencies in certificating and certifying fishery products; fishing vessel monitoring system has not met requirements; Fishing vessels’ violation of foreign waters still occurs; Administrative sanctions against violations are still low, not enough deterrent, not commensurate with countries in the region and in the world ...

In the next 8 recommendations, the EC has stated that it is important that from now until the beginning of next year, all of Vietnam's 15-24 m fishing vessels must be equipped with cruise control equipment attached to satellites; It also stops the construction of new fishing vessels, as the number of vessels exceeded planning ...

In early 2019, EC delegation will visit Vietnam again.

Binh Thuan is one of the localities where many fishing vessels and fishermen illegally fished are arrested by foreign countries. Making efforts with the country to remove the yellow card of the EC, on January 16, 2018, the Provincial Party Committee of Binh Thuan has issued Directive 30 CT/TU on urgent solutions to prevent fishermen from illegal fishing in the foreign sea. Thanks to many drastic measures, the situation of fishermen invading foreign waters tends to decrease, awareness of fishermen has made positive changes.

However, Vietnam needs time and a new roadmap for some of the 9 EC Recommendations as Vietnam’s fisheries are scattered, small, step by step forwards modernity. Looking to the neighbor country, it takes Thailand 2 years to address EC yellow card but Thailand cannot overcome it. Cambodia cannot remove the yellow card, even gets red card...

Therefore, along with the whole country, Binh Thuan must continue to make further efforts in the next 6 months, especially in following the new recommendations made by the EC, such as installing satellite cruise control equipment for all off shore fishing vessels... The goal is to completely stop the fishermen sneaky illegal fishing in the waters of foreign countries.
