According to the Department of Agriculture and Rural Development (DARD), the fisheries' economy accounted for 55.91%, up 10.58% compared to 2017 in the total production value in 2018.

It shows that fishery has played an important part of the economic growth of the provincial agricultural sector. Particularly in aquaculture, despite unfavorable commercial shrimp farming, aquaculture still continues to create new changes like baby shrimp production in production.

With approximately 450 shrimp hatcheries in the province, of which there are about 250 shrimp hatcheries and 200 tiger shrimp hatcheries. By the end of the year, the production of small shrimp has reached 31 billion ones (25 billion small shrimps and 6 billion small tiger ones), exceeding 24% over the year plan and 13.2% over the same period. Mr. Du Ngoc Tuan, Deputy Director of the Provincial Fisheries Department said: “The reason is due to the relatively stable weather, the effective process of rearing larvae that combines modern technology so the survival rate of larvae is quite high”. In particular, through the signing of a cooperation agreement to enhance the quality management of aquatic breeds with western provinces, the situation of exporting shrimp in the “market form” is limited. In addition to shrimp fingerling, producer also produces 130 million snails that is fingerling provided for farmers to minimize risks. It can be affirmed that small production continues to develop and be a center of fingerling production, which can meet 25- 30% of the demand for fingerling in the whole country.

In terms of commercial fishery production, the cultivation of seafood is remained quite stable, that of some species could reach high yields. In the end of 2018, we recognized many people have tendency to switch to a new farming method in coastal provinces. However, the results are quite positive with new method such as: snail in Ninh Hai and Thuan Nam; seaweed in Khanh Hai town (Ninh Hai); Raising fish in cages in Phan Rang bay and Pacific oysters, crabs in Dam Nai, etc. For example about snail farming, people in Tan An, Tri Hai commune (Ninh Hai) follow the form of earthen ponds and  and Tu Thien, Phuoc Dinh commune (Thuan Nam) and some communes along Nai lagoon, Ho Hai commune, Tan Hai commune reared on canvas ponds. By the end of 2018, the area for commercial snail farming is about 66 hectares, reaching 102.9% of the plan and increased 7.7% over the same period; With 25-30 tons/ha and a high selling price, which is ranged from 180,000 to 380,000 VND/kg, most farmers are profitable. Similarly, cobia fish are raised in lobster rafts in My Tan, Vinh Hy, C1 and C2 areas (Ninh Hai) or cultivated in Ca Na commune (Thuan Nam). The harvest output was about 221 tons (increase by 47.5%, nearly doubling in 2017) with a high selling price (170,000 - 195,000 VND/kg). As a result, it leads to high economic efficiency.

For commercial shrimp, the total area of ​​shrimp farming over the year is about 952 ha (including 65 ha of tiger shrimp and 887 ha of whiteleg shrimp), of which 51.68% of  the area concentrated in the lagoon area (Ninh Hai).The output is about 6,957 tons, only reaching 88.6% of the plan year and equal to 97.5% over the same period. According to the Provincial Fisheries Department, although the raising shrimp area is exceeded 14.7% of the year plan and up 3.3% compared to 2017, many households switch the form of farming from intensive farming, semi-intensive to improved extensive. It leads to the reduced productivity. On the other hand, due to unstable weather, white spot  and hepatopancreatic necrosis occurs scatteredly in most areas from Nai lagoon to other shrimp farming areas such as An Hai commune (Ninh Phuoc) and Phuoc Dinh commune (Thuan Nam). Mr. Nguyen Khac Lam, Deputy Director of DARD said that besides the aforementioned reasons, the models of fish farming is also a matter of concern, especially commercial shrimp farming, which is outdated compared to other provinces.

In fishery, in 2019, the Provincial Fisheries Department proposed some main goals such as getting the 1,183 ha area of commercial production or 9,955 tons of commercial products; 33.2 billion fingerlings. To reach these goals, people have to coordinate with local authorities at all levels to closely monitor aquaculture production activities and introduce replication of successful farming models in the province. Besides, businesses should be oriented to invest in developing high quality and disease-free aquatic seed production technologies. Particularly in commercial shrimp farming, people will continue to apply advanced farming processes, aiming at stabilizing the farming area and increasing the yield.
