Granting offshore fishing quotas for over 31,500 fishing vessels (18-07-2019)

Directorate of Fisheries (Ministry of Agriculture and Rural Development) announced that it has granted the quota for offshore fishing to 28 coastal provinces and cities by granting licenses for exploitation of more than 31,500 large-capacity fishing vessels (length of 15 meters or more).

At the conference to summarize the first 6 months of 2019, the Directorate of Fisheries said that the sea weather is favorable for seafood exploitation in the first half of this year. The trawl and purse seine achieve an average production efficiency compared to the same period in 2018. The gill net production has reduced catches, while the squid fishing and ocean tuna fishing have been quite effective.

Total fishery production in the first 6 months was estimated at 1.88 million tons (increased 6.2% compared to 2017), in which marine exploitation reached 1.79 million tons, inland exploitation was 84 thousand tons.

In the first half of this year, ensuring safety for people and fishing vessels continued to be well implemented. The number of vessel accidents has decreased significantly compared to the past, especially fishing vessels are less damaged by the effects of cyclones and tropical depressions.

 Until now, the Directorate of Fisheries has assigned offshore fishing quotas to 28 coastal provinces and cities, with over 31,500 fishing licenses under the provisions of the 2017 Fisheries Law. Local authorities issued fishing licenses according to granted quotas.

In addition, the project of developing ocean exploitation and organizing to bring fishermen to exploit seafood in some countries, there are four (4) enterprises in Tien Giang, Quang Ngai, Ho Chi Minh City and Can Tho provinces. They cooperate with some firms in Solomon, Vanuatu, Papua New Guinea to bring workers and fishing vessels to cooperate in exploiting and processing seafood.

 According to Mr. Nguyen Ngoc Oai, Acting General Director of Fisheries, in the second half of 2019, the goal is to overcome four (4) recommendations of the European Commission (EC), in order to remove the "yellow card" related to IUU.

Mr. Oai said that this is an extremely important task in the second half of the year because not removing the yellow card will seriously affect the fisheries sector, the honor of Vietnam in the international arena, as well as a big impact on the fishermen life.

Mr. Phung Duc Tien, Deputy Minister of Agriculture and Rural Development said that it is expected that in early November, the EC delegation will assess Vietnam's efforts to overcome "yellow card". We have just done well and completed the legal and legal framework. But, if the management of fishing vessels monitoring, traceability and certification of seafood origin haven’tbeen done well, the risk is higher than the yellow card, even be “red card”.
